- THIS IS A SMALL BUSINESS SET - ASIDE. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Technical documents or drawings will be provided separately from the solicitation. Contractors must be Joint Certification Program (JCP) registered to obtain the technical documents or drawings. Please email your request to Camille.Mesquita@navy.mil citing RFP N65540-07-R-0049, company name, address, cage code, and JCP number. The Joint Certtification Program established the eligibility of a U.S.or Canadian contractor to receive technical data governed by DoD Directive 5230.25. This directive sets forth policies, procedures, and responsibilities for the withholding of unclassified technical data from public disclosure. DoD Directive 5230.24, a companion directive, establishes the distribution marking system for DoD controlled technical documents. The U.S. / Canada Joint Certification Program is managed by the U.S./ Canada Joint Certification Office (JCO). The JCO, a jointly staffed office, is located at the Defense Logistics Information Service (DLIS), 74 Washington Avenue North, Battle Creek, MI 49017-3084 (Tel 800-352-3572) and online at www.dlis.dla.mil/jcp/. The JCO receives and processes certification forms submitted by the U.S. and Canadian contractors that wish to obtain access to unclassified technical data disclosing critical technology under the control of, or in the possession of the DoD. To become certified, U.S. contractors must submit a completed DD Form 2345 to the JCO. Canadian contractors may submit either a completed DD Form 2345 or DSSMAS 9739 for certification. However, a DD Form 2345 shall be used when a Canadian contractor intends to request access to DoD-controlled technical data. In addition, a copy of the firm's State/Provincial Business License, Incorporation Certificate, Sales Tax Identification Form, and other documents which verify the legitimacy of the company must accompany all DD Forms 2345. Naval Surface Warfare Center, Carderock Division, Philadelphia, PA proposes to procure 4 Ea IEM, Inner Mast Fairing assembly IAW drawing 04938003 and specification 963-100A and painted IAW NAVSEA SE110-BK-MMO-010 Chapter (8) with associated Technical Data, DD Form 1423 with Government Source Inspection. The Northern American Industrial Classification System Code (NAICS) is 326199 and size standard of 500 employees. First Article Delivery is required within 90 days after award. Deliveries of subsequent articles to commence within 180 days after effective contract date. All questions must be in writing, no telephone calls will be accepted. Anticipated release date of solicitation is approximately September 25th, 2007.
