Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-07-Q-5300. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. NUWC Division Newport intends to award a purchase order to the Massachusetts Institute of Technology (MIT) to fulfill its requirement for obtaining access to world class academic expertise in science, mathematics, engineering and business which is related to NUWCDIVNPT?s technology fields of interest and research & development (R&D) business practices. NUWCDIVNPT requires access to academic expertise by various means such as facilitated interactions with academic faculty, private meetings with academic experts, customized workshops, industry overviews, research reports and articles, conferences and events, network opportunities with industry and academia colleagues and access to on-line database of research and development efforts. Representative examples of NUWCDIVNPT?s technology fields of interest include: computer architectures for combat control; communications, including telecommunications and antenna systems; artificial intelligence and neural networks for sonar and weapon systems; composite materials for transducers; high temperature superconductivity; various areas of mathematical modeling; and manufacturing technology. Under the resultant purchase order MIT shall provide to NUWCDIVNPT expert opinion, data, analysis and information from world-class academic experts pertaining to specific research topics. The Massachusetts Institute of Technology (MIT) is the only known University who can provide the types of services required by NUWCDIVNPT. MIT has an ?Industrial Liaison Program? which offers these types of services to Industry. Furthermore, MIT is the only known university who can provide R&D expertise in a wide range of technology fields that encompass the technologies necessary for NUWCDIVNPT to accomplish its mission. Interested persons may identify their interest and capability to respond to the requirement or submit proposals, but this is not a request for proposals. This is a pre-solicitation notice for commercial items prepared in accordance with FAR Part 5.203(a)(1) and FAR Part 13.106-1(b), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-07-Q-5300. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. The applicable NAICS code is 541990. All other timely offers will be considered. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important.
