Description
THIS AMENDMENT IS BEING ISSUED TO STATE AN OFFICIAL CLOSING DATE OF OCTOBER 5, 2007. ALL PROPOSALS FOR THIS BPA MUST BE RECEIVED BY 2PM ON OCTOBER 5, 2007. This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division, Newport has a requirement to establish a contractor managed Compressed Gases Program to deliver specialty and common stock gases at various locations within the Command. The system must be cost effective, efficient, responsive to customer needs, and ?paperless?. The system must provide for delivery of common stock gases within 2 days of an order and delivery of specialty gases within five days of an order. The system must provide for delivery of the product to the final destination; i.e. , room, lab, etc., as well as immediate replacement of defective cylinders or valves, replacement of missing shipments, and replacement of wrong products. In addition, the contractor shall prepare ordering documents from electronically transmitted data, prepare any necessary shipping documents and invoices, record and maintain a system that tracks the quantity of gases ordered by type and end user, missed deliveries, wrong deliveries, etc., deliver periodic management reports summarizing the above, and familiarize end users on commercial gas practices. Orders will be placed primarily by electronic means. Payment of the orders will be made by the Government Purchase Card. It is anticipated that this requirement will be for a period of three years but no longer than five years. Examples or the types of gases to be ordered are: argon, nitrogen, liquid nitrogen, helium, compressed air, acetylene, and oxygen. These gases may be required in different purity levels. It is anticipated that the unit price for the individual gases will include the cost of cylinder rental based on a lease period of 1 year. This requirement is a 100% set-aside for small businesses. NAICS code is 454312. Award will be made on the basis of Best Value. Evaluation factors: Technical Capability, Past Performance and Price. Specific information for this requirement will be included in a Request for Quote. Request for the RFQ must be submitted in writing, specifying the RFQ number N66604-07-Q-5246.
