- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number BPD-36510-08-0002 is issued as request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulat 05-05. The NAICS Code for this solicitation is 424130 and the size standard is 100 employees. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. The Bureau of the Public Debt has a requirement for Toiletries. Vendors are requested to quote FOB destination. Description: (1) Fiber Free, Dust Free, White, Unscented, C-Paper Towels, Open Size of Sheet: 12.75 X 10.125, Folded Size of Sheet: 3.65 X 10.125, 150 Towels per pack, 16 Packs per Case; QTY: 920 Cases. TOWELS SHALL HAVE NO MORE THAN 30% POST CONSUMER PAPER IN THE TOWELS. The Government requires STAGGERED DELIVERY as follows: 230 Cases - 15 days after award; 230 Cases - 01/03/2008; 230 Cases - 04/03/2008; 230 Cases 07/03/2008. (2) BIODEGRADABLE, Fiber Free, Dust Free, White, Unscented, 2 Ply Jumbo Roll Toilet Tissue, 1000 Linear Ft. per Roll; Roll Width: 3.7 inches; Roll Diameter: 8.8 inches; Role Core: 3.3 inches; 12 Rolls Per Case; QTY: 600 Cases. The Government requires STAGGERED DELIVERY as follows: 150 Cases - 15 days after award; 150 Cases - 01/03/2008; 150 Cases - 04/03/2008; 150 Cases - 07/03/2008. (3) BIODEGRADABLE, Fiber Free, Dust Free, White, Unscented, 2Ply Toilet tissue, MUST FIT AMERICAN SPECIALTIES DISPENSER MODEL#74022-HSSM. (Description of Toilet Paper Holder: (double), Surface Mounted, Satin Stainless Steel, Wall Opening: 11 3/4 x 5 1/4 x 2, Overall Size: 12 1/2 X 6 1/4). Sheet Size: 4.5 X 3.7 inches; Roll Diameter: 4.4 inches; Roll Core: 1.65 inches; 500 Sheet per Roll; 96 Rolls per Case; Individually Wrapped. QTY: 120 Cases. The Government requires STAGGERED DELIVERY AS FOLLOWS: 30 Cases - 15 days after award; 30 Cases - 01/03/2008; 30 Cases - 04/03/2008; 30 Cases 07/03/2008. ALL TOILET PAPER TISSUE MUST BE OF RECYCLED PAPER. FAR 52.223-4 Recovered Material certification, applies to Toilet Paper only. ALL PRODUCTS TO BE DELIVERED TO 149 19TH STREET/WAREHOUSE, PARKERSBURG, WV. The provision at FAR 42.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions at FAR 52.212-2 Evaluation-Commercial Items, apply to this solicitation. The Government will evaluate based upon softness, absorbency, loose fibers, and dust free material. The Government is requesting a sample for each toilet paper and paper towel proposed. The Government intends to evaluate and award without discussions. Technical Merits are more important than price. Award will be based upon best value to the Government. The Government reserves the right to award on an all or none basis if the combination of the items result in the lowest aggregate cost to the Government.
