- NASA Dryden Flight Research Center (NASA/DFRC) has a requirement to establish a sole source blanket purchase agreement (BPA) for the MAINTENANCE, MODIFICATION, UPGRADES, AND SUPPLIES FOR AIRBORNE AND GROUND ELECTRO-OPTICAL SYSTEMS USED IN FLIGHT RESEARCH; ONE (1) JOB. The period of performance of this BPA shall not exceed five (5) years. OBJECTIVE: The contractor will be tasked by NASA/DFRC to provide technical support and maintenance beyond the scope of maintenance tasks currently performed by NASA/DFRC avionics maintenance personnel; improvements and enhancements to currently fielded system; development of new imaging capabilities. Sufficient documentation and inspection shall be provided to assure flight safety and proper function of all pod and camera components, and recording system components. This may also include the purchase of various imaging hardware to support these efforts. NASA/DFRC anticipates that task assignments will occur through written direction (task order). However, large or complex task assignments will be detailed in written task assignments with specific deliverables as appropriate. NASA/DFRC intends to procure these services on a sole source basis from PVP Advanced EO Systems, Incorporated (PVP) of Tustin, California under the authority of FAR 6.302 and 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Justification is based upon PVP's unique and proprietary capabilities to provide the required services. PVP designed and engineered the existing imaging equipment. Due to the highly specialized nature of this service and existing systems, PVP is the only source with prior experience that is vital to the successful satisfaction of the requirement. Award to another source would be too costly and delay current and future flight programs/schedules. These services will be provided through a "task order" type arrangement. This is a follow-on to an existing BPA vehicle. This procurement will be conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 333314 and 500 employees, respectively. The DPAS Rating for this procurement is DO-C9. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30PM (PST) on September 24, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications will not be accepted in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
