- INDUSTRY DAY CONFERENCE: DARPA/TTO will host an Industry Day Conference in support of the Fast Access Spacecraft Testbed (FAST) program (BAA 07-65) on October 2, 2007 at Booz Allen Hamilton Inc., 3811 Fairfax Drive, Suite 600, Arlington, Virginia, 22203 from 9:00 a.m. to 4:00 p.m. Registration begins at 8:00 a.m. and the conference will start promptly at 9:00 a.m. The purpose of this conference is to provide information on the FAST program; promote additional discussion on this topic; address questions from potential proposers; and provide a forum for potential proposers to present their capabilities for teaming opportunities. PROGRAM OBJECTIVE AND DESCRIPTION: The objective of the FAST program is to develop a revolutionary approach to spacecraft high power generation. This High Power Generation Subsystem (HPGS), when combined with electric propulsion, will form the technological basis for a light weight, high power, high mobility spacecraft platform. The current means to achieve mobility on orbit involves relatively low specific impulse chemical mono- and bipropellants. These stored energy systems require relatively high propellant mass to achieve significant maneuverability. The FAST program will demonstrate the implementation of solar concentrators and high flux solar cells in conjunction with high specific impulse electric propulsion, to produce a lightweight power and propulsion system capable of delivering persistent maneuverability on-orbit. The FAST system can form the basis for a paradigm-shift in spacecraft mission design, enabling an affordable launch to LEO with self-transfer to GEO, while retaining sufficient maneuverability in GEO to perform flexible mission scenarios including numerous sorties. The FAST system is intended to enable responsive on-orbit servicing architectures, on-orbit space situational awareness capabilities, and high power payloads such as communications or radar. The Government envisions a two phase development program with potential for a follow-on program to perform an on-orbit demonstration of the FAST system. Phase 1 will consist of the completion of a detailed prototype design for ground test demonstration, along with a full simulation of the HPGS performance, including solar concentration, power conversion, heat rejection, structure and deployment, along with sun pointing and tracking capability. Phase 2 will include the fabrication, assembly and end-to-end testing of the prototype HPGS in a representative environment. Multiple awards for simultaneous execution of Phase 1 by competing Contractor teams are expected. The conference code is FAS38626. Directions to the facility and other materials are also available on the website. There is no registration fee for attending this conference. Due to space limitations of the conference facility, attendance will be limited to the first 100 registrants, and no more than TWO representatives per organization. Organizations are strongly encouraged to limit these representatives to no more than one business development person and should include at least one chief engineer or technical lead who can participate in technical discussions. The October 2nd Industry Day conference will be unclassified and open to the general public. All attendees will be required to present government issued photo identification upon entry to the event. Registration is restricted to US citizens and Permanent Resident Aliens only. Proof of Citizenship or Permanent Resident Status (forms found on the registration website) must be provided no later than September 25, 2007. Additionally, attendees will be able to present company overviews, discuss their technology expertise, and/or discuss teaming opportunities in an industry only forum. No Government personnel will be present during this time. Upon arrival, the attendees will receive their scheduled time for presenting. The opportunity to present will be afforded on a first come, first served basis. It is the presenter's responsibility to ensure that all proposed sensitive or unclassified material is reviewed prior to being displayed at the conference by the organization that funded the research. Presentations may contain up to 10 slides and are limited to ten (10) minutes. There will be no exceptions to this requirement. Proposers desiring to present at the Industry Day Conference should send an electronic copy of all material to be presented to BAA07-65@darpa.mil as soon as possible, but no later than September 25, 2007.
