Description
AMENDMENT TO SOLICITATION NO.: AG-3151-S-07-0036, TECHNICAL ASSISTANCE TRAINING FOR CRP CONTINUOUS SIGN-UP 1. Question: Is the due date for proposals September 17? If so, what time are they due by? USDA ANSWER: 3:00 PM EST, September 17, 2007 2. Question: Will you accept proposals electronically or do you want hard copies? If you want paper copies, how many copies do you want? USDA ANSWER: Yes, If the chooses to Electronic copies may be submitted to the following address: Alonzo.Jacobs@wdc.usda.gov However, Paper copies are requested and offerors must submit one (1) original and three (3) copies of its offer to be responsive to the solicitation. Offers must include a signed copy of an SF-33. Hard copies shall be mailed or delivered to USDA, FSA, Acquisition Management Division, Contract Operations Branch, 1280 Maryland Avenue, SW, Portals Building Suite 580A, Washington, DC 20024. No Proposals will be accepted by Fax. 3. Question: Do you know how many trainings are to be delivered? Is it one per state? USDA ANSWER: There is One Training Session per State. (There are ten [10] States) As stated in the SOW, training will need to be tailored for each state since the agriculture differs from state to state and perhaps even differs by region ? to - region within some states. Before each Training session is delivered, the contractor, the COTR and the CRPTA (Conservation Reserve Program Team Assistance) will confer via telephone conference call with each State to custom design that state?s training. No State?s Training will be the Same. 4. Question: How do you want us to provide cost information? Is it a lump sum for all the trainings or do you want a cost per training session? If it is a lump sum for all trainings, we would have to know the number of training sessions. USDA ANSWER: The solicitation calls for prices to be proposed for each of 2 Contract Line Items Numbers (CLIN). CLIN 0001 is Training. CLIN 0002 is Associated Travel. Cost shall be proposed on a, ?per training session? basis. There will be One (1) Training Session per state. There are ten (10) States, therefore there will be Ten (10) Training sessions. Obviously Travel costs may vary, but should be based on one trip to each state and proposed as a separate contract line item. Travel costs will be reimbursed on a actual cost basis in accordance with allowances authorized by the Federal Travel Regulations (FTR). Offerors are responsible for providing complete information in a narrative form to support ALL PROPOSED COSTS. 5. Question: Can we provide our technical proposal and cost proposal as one document, or, do you want two separate documents? USDA ANSWER: Offerors may submit their cost and technical proposals as one document or submit them as two separate documents. 6. Is there an incumbent contractor already doing this type of work for FSA? USDA ANSWER: No, there is no incumbent contractor performing this work at this time for FSA. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (10-SEP-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
