- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is being issued by the Defense Information Technologies Contracting Organization, Unit 4235 Box 143, APO AE 09142 or Heuberg 143, Sembach Germany 67681. Solicitation/reference number MIPR7LSDG07026 applies and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-19 and Defense Acquisition Circular 91-13. The requirement is a Firm Fixed Price Commercial item type contract in accordance with the procedures detailed in FAR 13.5. The proposed acquisition will require the contractor to provide brand name Hewlett Packard (HP) equipment. The contract will consist of three (3) line items: CLINs 0001 thru 0003 as follows: CLIN 0001 Quantity/Unit of issue: twenty (20) each; Description: HP Procurve Switch 4140 4 Slot Modular Switch with 40 GB Ports; Part Number J8151A, Brand Name Only; CLIN 0002 Quantity/Unit of issue: twelve (12) each; Description: HP Procurve Switch 2626Pwr 24 Port 10/100 Network Switch with 2 GB Ports PoE; Part Number J8164A, Brand Name Only;CLIN 0003 Quantity/Unit of issue: One (1) Lot; Description: Shipping; F.O.B. Destination to: US Postal System Address: CMR 434 Box 457, APO AE 09138-0457 OR German Postal Address: US Army Medical Materiel Center, Europe (USAMMCE) Husterhoeh Kaserne Bldg#4190,66953 Pirmasens, no later than 30 days after receipt of order (ARO) unless otherwise detailed on the quotation. Any variation to the requested delivery date shall be provided as the number of days after receipt of order with quote. Contractor shall quote all items or none. No Split awards will be made. Partial Payments and partial shipments are NOT authorized. The following provisions/clauses apply to this acquisition: 52.212-1, Instructions to Offers? Commercial Items: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, lowest price, technically acceptable. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time from acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award; Submission of Offers: Submit signed and dated offers to the office specified in this synopsis/solicitation at or before the exact time specified in this synopsis/solicitation. Brand Name Justification is as follows: BRAND NAME DOCUMENTATION 1. Identify the activity acquiring the product or service and the geographical area. United States Army Medical Materiel Center, Europe (USAMMCE) 2. Describe the supplies and/or services being procured. Hewlett Packard network switches. 3. Provide the rationale, supporting the sole source acquisition. Justify the use of one source. If expertise is the basis for the brand name determination, structure the justification as follows: he network switches will be part of an existing operational Local Area Network (LAN) consisting of only Hewlett Packard devices. Purchasing HP switches ensures guaranteed compatibility with existing devices and management software tools. HP Procurve Manager management software is currently utilized and allows network managers to manage and monitor all aspects of the LAN. One important capability is the ability to install security patches to all network switch operating systems from a central console with just a few mouse clicks. This greatly enhances the ability to react to security vulnerabilities. While software from other vendors has similar capabilities, it would require replacing over 20 additional existing HP switches at an estimated cost of $60,000.00 to obtain the same level of functionality. This change in network switch brands would also require network downtime. HP offers a lifetime warranty. HP offers next-business-day advance replacement, and phone and Web support at no additional cost. Software updates for HP ProCurve Networking products are available at no extra charge, 24 hours a day, 7 days a week for as long as you own the product. Other brands such as Cisco Systems charge for this service. Based solely on 20 networks switches, the government (USAMMCE) will avoid costs of approximately $16K during the 5 year life cycle by choosing the HP brand switch. LAN administrators are already trained on managing these devices. Switching to a different vendor would require additional training. 4. Lack of advance planning and funding availability by the requiring activity is not a sufficient justification for sole source procurement?
