Description
The Department of Commerce, National Oceanic Atmospheric Agency, National Weather Service, (NWS), intends to solicit on a non-competitive basis with 3SL, Inc of Shallotte, NC for the purchase of a Cradle Systems Engineering Collaborative Working Environment as a replacement tool for the existing and obsolete Computer Aided Software Engineering (CASE) tool. The CASE tool provides the mean for configuration management and version control of design artifacts along with data modeling and source code generation. The brand of CASE tools used since 1996 is known as Teamwork, last owned and supported by Computer Associates (CA). This product is now obsolete and is no longer supported by CA. This required product is compatible with the LINUX operating system and has the ability to automatically migrate the existing CASE tool documents (text and graphics) from the legacy (CASE) system to the new LINUX environment. The program requirements for the Cradle Systems Engineering Collaborative Working Environment are: (1) Systems Modeling, (2) Document Publishing, (3) Web Publishing, (4) Configuration Management, (5) Project Data Manager, and (7) First Year Maintenance. This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the equipment requirement aforementioned. All responsible sources must submit a written narrative statement, of the equipment?s ability to perform as specified, including detailed specification information and other literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government. All responsible sources will be considered in evaluating the determination to issue a sole source contract award. A firm fixed price purchase order is a contemplated for this effort, IAW Far Part 12. Affirmative written responses must be received no later than 18 September 2007.
