Description
It is the intent of the National Library of Medicine (NLM) to procure professional services from Dr. David Moher on a sole source basis. Professional services of a person wit expertise in systematic reviews, evidence-based medicine, and randomized clinical trial reporting methodology are required over a 12-month period to assist in the development and validation of a database to organize and to archive the key results of clinical trials for a publicly available database. Proposed Work The purpose of this procurement is to obtain expert advice on the development of a structured format doe collecting and displaying in a results database the key results of clinical trials. The task will require the Contractor to: (1)Adapt the CONSORT statement and structures abstract for collection and presentation of results in an NIH-sponsored results database. This work will include a rationale for collecting and presenting specific information as well as an explanation of the utility to a professional and a lay audience; (2) Provide recommendations for structuring the collection of information via a data entry systems for results reporting , focusing on baseline demographics, primary and key secondary outcomes, and adverse events/harms; (3) Recommend revisions to the instructions for data entry and display of clinical trial results based on empirical data obtained by project staff from testing the data entry system; and (4) Synthesize the findings into recommendations ofr possible implementation in an NIH-sponsored results database. Dr. David Moher has extensive experience and is uniquely qualified to develop a structured abstract for results reporting and to review and evaluate the data elements and their implementation in ClinicalTrials.gov and a new data entry system for practitioners of evidence-based methods and other members of the public. The proposed acquisition will be procured under FAR Part 13 - Acquisitions of Non-Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available.
