Description
It is the intent of the National Library of Medicine (NLM) to procure professional services from Texas Tech University, on a sole source basis. Professional services are required over a 12-month period to develop public algorithms and create open source implementations of these algorithms for segmenting biomedical images by image content to support Content-Based Image Retrieval (CBIR) of bio medical images for the National Library of Medicine (NLM). As part of NLM R& D work to create a Content-Based Image Retrieval System for bio medical images, research and development is required to develop techniques to efficiently index these images by image content such as texture and shape. In order to index images by contents of regions within the images, segmentation of those regions is required. The work done under this procurement will implement methods to interactively segment biomedical images by texture, develop and implement techniques for shape segmentation in images that have bifurcated boundaries (such as the superior and inferior faces of lumbar spine images), grow the size of the NLM spine image segmentation library, and carry out initial research and development into hosting compute-intensive parts of the shape segmentation algorithms on commercial off-the-shelf graphics processing hardware. Proposed Work: (1) develop an interactive texture segmentation tool, generalizing concepts implemented in Mortensen?s intelligent scissors approach; (2) develop improved and validated methods to segment shapes in biomedical images that include bifurcated paths; (3) grow the size of the NHANES II shape segmentation library; and (4) conduct research and development into the implementation of image indexing algorithms on consumer-level graphics processing units (GPUs). Texas Tech is uniquely qualified for this work because of the expertise and experiences of the principal investigator (Dr. Sari-Sarraf) in the specific area of image segmentation combined, with his extensive educational background and research experience in advanced image processing and numerous other technical publications, and the support of the facilities and staff of the Texas Tech Applied Vision Laboratory (AVL). Dr. Sari-Sarraf has been the principal investigator for all segmentation methods that are the focus of research and development for the proposed procurement work. The proposed acquisition will be procured under FAR Part 13 - Acquisitions of Non-Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available.
