- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR) as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the November 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars (FAC) through FAC 2005-19. This acquisition is a small business set-aside and the North American Industry Classification System (NAICS) code is 541611. The mission of the National Center on Minority Health Disparities (NCMHD) is to promote minority health and to lead, coordinate, support, the NIH effort to reduce and ultimately eliminate health disparities. In this effort NCMHD conducts and support basic, clinical, social, and behavioral research, promote research in fixture and training, foster emerging programs, disseminate information, and reach out to minority and other health disparity communities. The NCMHD seeks an independent contractor to provide consulting in developing and enhancing various areas of the NCMHD at the National Institutes of Health (NIH). The Contractor will work closely with the NCMHD staff to assist in developing more effective and efficient day-to-day operations with emphasis on organizational unity. Scope of Task The contractor shall work closely with NCMHD staff to revise and implement more effective budgetary preparation and enhancements. Provide written reports to the Project Officer as to strengths and weaknesses in the current budgetary process. Provide recommendations for more efficient budgetary process. Provide estimates and multi-year projections of commitments for budget and program planning purposes to help the NCMHD plan future resource needs. Review and analyze current financial operations. Prepare forecasts and analyses of funding requirements and make recommendations for budgetary adjustments to support anticipated changes in the NCMHD. Upon request attend meetings within NCMHD and NIH. Deliverables: The contractor shall provide reports on the status of NCMHD budgetary issues and recommendations on how to improve operations of the institute. The contractor shall provide reports on organization operation efficiencies for budget and program planning purposes to help the NCMHD plan future resource needs. The contractor shall provide reports for guidance forecasts, analysis of funding requirements and make recommendations for budgetary adjustments to support anticipated changes in the NCMHD. Period of Performance: The period of performance shall be September 25, 2007 through February 28 2008. Place of Performance The contractor shall perform the work at the convenience of the Government staff primarily at the National Center on Minority Health & Health Disparities National Institutes of Health 6707 Democracy Boulevard, Suite 800 Bethesda, MD 20852-5465 To the extent practicable and to minimize cost, the contractor shall communicate with the Project Officer by telephone and email. Exceptions are meetings requested or scheduled by the Project Officer. Operational Hours Work will be performed up to 40 hours per week during business hours, Monday-Friday, 8:30 am ? 5:00pm. Government Furnished Equipment All reasonable equipment and facilities shall be provided for the contractor. Privacy Act Compliance: The contractor shall comply with all applicable Department of Health and Human Services security regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products that are obtained or generated in the performance of this contract. If necessary, the contractor will be required to provide clearances for personnel requiring access to Government computers and workstations. Project Officer Donna A. Interested parties responding to this solicitation may submit their proposals in accordance with their standard commercial practices (i.e. on company letterhead, formal quote form, email) and shall contain the following information: 1) complete company mailing address and remittance address; 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order. The Period of Performance shall be six months. All proposals shall include the total price for the 6-month period in their quote. Evaluation Factors: The required services will be obtained from the contractor that can provide these services in a manner that represents the best value for the Government's needs. Proposed price is not a numerically weighted factor and it will receive less consideration than technical merit. Although the proposed price will not be point scored, it will be considered in assessing the best value to the government. The contractor will need to project costs which are realistic for the work to be performed, indicating that the contractor understands the nature and the extent of the work to be performed, and is consistent with the various elements of the contractor's technical proposal. The contractor is requested to provide costs for staff that will be assigned to these tasks. Please include all discounts with your proposal. The following will be considered, in order of importance, for the determination of the best value: 1. Technical Understanding and Approach (40 points) The Contractor should submit sufficient information with the proposal to demonstrate how they will accomplish the tasks in the Statement of Work. The proposal should be responsive in all respects and reflect the ability to comply with all requirements stipulated in the Scope of Work and instructions. NIH will evaluate the quality, feasibility, practicality, and creativity of the submitted proposals. Clarity of expression (plain language) in the proposal shall be a key element to be considered in evaluation. 2. Expertise and Experience (40 points) The Contractor will be evaluated for experience, education, training, and availability. The Contractor must provide demonstrated experience in the evaluation analysis of financial data. Proposed personnel will be evaluated for their consulting experience in developing, enhancing and assistance in determining more effective and efficient day-to day operations. To successfully complete the tasks in the Statement of Work the Contractor?s team must have expertise in the areas of budget, personnel and acquisitions. 3. Past Performance (20 points) The vendor is requested to provide 3-5 references of work performed on a similar nature within the last 3 years. Information provided will include contact name, address and phone number, and a brief description of relevant work performed for the reference.
