- Congress has directed the Office of Health Affairs to sponsor an Academies project that would convene a group of experts to provide a review of the Homeland Security Department's estimates of the effects of a nuclear attack and the current level of preparation in tier one UASI cities, specifically as it relates to the healthcare capacity and effectiveness of current and developing medical countermeasures. In order to fulfill this requirement the US Department of Homeland Security, Office of Procurement Operations intends to enter into a contract with the National Academy of Sciences, Institute of Medicine on a sole source basis pursuant to the authority of FAR 6.302-5. The contract will be for the convening of a committee of experts in emergency medical response and treatment, medical and public health preparedness, health sciences research, and nuclear medicine to organize a workshop and prepare a summary report on medical preparedness for a nuclear event. The workshop will feature presentations and discussions that assess the overall emergency response activities, and available healthcare capacity (including shelter, evacuation, decontamination, and medical infrastructure interdependencies) to treat the affected population; treatments available for pertinent radiation illnesses; efficacy of medical countermeasures; the likely capability of the Federal, State and local authorities to deliver emergence response activities in a timely enough way to be effective; and the overall expected benefit of available countermeasures and those in the development pipeline. The anticipated period of performance is from date of award through September 25, 2008. Place of performance shall be at the vendor's facilities. The National Academy of Sciences (NAS) was established by an Act of Congress signed by President Lincoln in March 1863 to ?investigate, examine, experiment, and report upon any subject of science or art....whenever called upon by any department of the Government.? The Institute of Medicine (IOM) was chartered in 1970 by the National Academy of Sciences, under the terms of the 1863 Congressional charter. A central purpose of the NAS and IOM is to advise the government on issues of science, medicine, and technology. The Academy and its affiliated organizations are private, independent, nonprofit institutions that jointly possess a unique status as congressionally chartered advisers to the government. The IOM has a long tradition of providing policy advice from a national perspective. This tradition rests on the ability of the NAS/IOM to convene committees of experts who are charged to deliberate important issues of health and health care policy in an objective and independent environment that assures rigorous analysis. IOM serves an important function by bringing representatives from diverse groups together to achieve consensus on complex issues. Interested concerns may identify their interest in the requirement and submit a capability statement to christopher.wallis@dhs.gov no later than Tuesday, September 25, 2007. Determination by the Government whether to compete this requirement is solely within the discretion of the Government. The anticipated period of performance will be September 26, 2007 through September 25, 2008. Place of performance shall be at the Vendor's facilities.
