Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-19. The Procurement Request No. associated with this combined Synopsis/Solicitation is W424320N. The NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services. The Department of Homeland Security (DHS) intends award a firm-fixed price purchase order using competitive sources. The Office of the National Capital Region Coordination (NCRC) has a requirement for assistance and support as NCRC plans, evaluates and develops policy and procedures. The Office of National Capital Region Coordination (NCRC) oversees and coordinates Federal programs for and relationships with State, local, and regional authorities in the National Capital Region (NCR). The Office?s responsibilities include: ?Coordinating Department activities relating to the NCR ?Coordinating to ensure adequate planning, information sharing, training, and execution of domestic preparedness activities in the NCR ?Assessing and advocating for resources needed in the NCR The work requires skill in researching and writing high level policy and other documents. The individual must have strong analytical abilities and experience in conducting research for and writing policy documents on homeland security and emergency management and/or emergency public health response issues. Alternatively, experience writing policy regarding these issues at the local, state or Federal level or having an advanced degree with a concentration in homeland security and emergency management studies from an accredited college or university will be considered. Requirements The contractor shall provide qualified staff to support the efficient operations of the Office. The requirements include but are not limited to: ?Conducting research on issues related to the NCRC mission. Must have access to common research databases; ?Review draft legislation and provide opinion on the impact on NCRC; ?Provide research and analysis on a broad range of documents and topics; ?Assist in the drafting of policy documents; ?Assist in implementing the NCRC Strategic Plan; ?Assist in updating the NCRC Strategic Plan; ?Attend meetings with NCRC staff, staff from DHS and staff from other federal components and members of the National Capital Region Homeland Security Partners. Deliverables ?Monthly report documenting activities of the prior month is due on the 7th of the following month. The report will include a summary of written products provided to the NCRC, summary of meetings attended and status of on going projects ?During each month the contractor shall provide written documents to meet the deadlines established by the NCRC Contracting Officer?s Technical Representative (COTR). Period of Performance The period of performance is for one (1) year from date of award. Work Location and Work Hours The NCRC will provide one workstation equipped with a computer and telephone at the NCRC facilities currently located at 1120 Vermont Ave., N.W., Washington, D.C. The contractor shall work normally from 8:30AM to 5PM Monday through Friday. The COTR can approve alternative times. Evaluation Factors for Public Policy Analyst to support NCRC Offerors are to submit the resume of the proposed candidate along with a letter of commitment stating that the firm/organization will provide the individual to NCRC if they are awarded the order. Most important factor in selection of the contractor is the experience of the individual being proposed. Analytical experience and experience in reviewing, drafting and creating public policy documents relating to homeland security issues at the state, local or federal level is most important. Experience in reviewing and analyzing legislation at the state and or federal level is next important. Past performance of the Offeror in managing this type of work is next in order of importance. Offeror is to submit 3 references of similar experience. Offerors without experience will be given a neutral rating. Price is less important than experience or past performance. The final selection is to be a best value determination weighing technical experience, past performance and cost. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In accordance with 52.212-2, Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Adherence to the required items and (3) lowest price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the proposal. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. All questions regarding this solicitation must be submitted in writing and must reference the Procurement Request Number. All proposals must be received in this office by 12:00 p.m. EST on September 14, 2007, addressed to the Attention of Ms. Patti Carter, Contracting Officer and reference the Procurement Request Number. All quotes shall include the following contractor administrative data: (1) Commercial and Government Entity (CAGE) Code; (2) Data Universal Numbering Systems (DUNS); (3) Past performance references; and (3) Tax Identification Number (TIN).
