Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation Parts 12 and 13. The NAICS Code for this requirement is 611699, All Other Miscellaneous Schools and Instruction. This procurement action is being set-aside 100% for small business concerns and the size standard is 6.5 million. The Federal Bureau of Investigation intends to award a firm-fixed price contract as a result of this solicitation. Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation is issuing this RFQ in order to procure five (5) Combined Space Entry and Rescue training sessions. The Government anticipates awarding a Firm-Fixed price contract as a result of this solicitation. If you are interested in responding to this requirement you may participate by submitting your response in accordance with the instructions in this notice. Questions regarding this RFQ are due no later than Thursday, September 14, 2007 at 11:00 AM. Questions must be submitted via email to andrea.campbell@ic.fbi.gov and will be answered via posting through the FBO system no later than Friday, September 15, 2007. INSTRUCTIONS TO OFFERORS: If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions. Offerors are required to submit a written quote to the Government for the purpose of assuring that the Contractor is fully cognizant of the scope of this contract and has the full capability to complete all capabilities for meeting the requirements set forth in the statement of work. The Government intends to award without discussions. Response to this RFQ shall be submitted no later than 10:00 AM, Wednesday, September 19, 2007. Submissions shall be submitted via email to andrea.campbell@ic.fbi.gov reference number 0034846 in the subject line. Quotes shall be submitted in two volumes. Volume I shall detail the training and technical approach proposed for this requirement. Technical submissions should include a description of how you will approach and meet each requirement as set forth in the Statement of Work below, a sample lesson plan for either this requirement or a similar training requirement, and three points of contact for past performance including company name, point of contact, phone number, email, contract number, and description of work (past performance shall be directly related experience to this requirement). Volume II shall detail pricing. The Government anticipates issuing a Firm-Fixed Price contract. The offeror shall provide a price quote utilizing any and all discounts. Please format your price quote with a Contract Line Item Number for each of the five courses offered (CLIN #1-5), Contract Line Item Number (CLIN) #6 for Other Direct Costs (Travel Not to Exceed), and a Summary of total price proposed. Quotes shall include all shipping costs as applicable and all applicable labor/service charges associated with the course to be provided. Any deliveries under this requirement will be FOB destination. Quotes must include the following information (preferably in Volume II, Pricing): Tax Identification Number (TIN), Dun & Bradstreet Number (DUNS), Complete Business Mailing Address, and Contact Name, Phone Number, Fax Number, and e-mail address. STATEMENT OF WORK: The FBI has a requirement to procure five (5) Combined Space Entry and Rescue Training Courses. Each course shall be three (3) days, eight (8) hours per day with six to ten (6-10) students per course. The successful offeror is to provide professional OSHA certified training in confined space entry and rescue specifically designed for the FBI Hazardous Devices Response Unit (i.e. HDRU personnel will not participate in courses offered to other groups or entities). Courses shall be held at FBI facilities in Quantico, VA and cover all coursework required to meet OSHA certification standards. The FBI expects the successful offeror to provide an appropriate evaluation tool for certification and certificates after successful completion. This course shall not be a refresher course. The provider shall be familiar with operational procedures of Bomb Technicians and the following types of equipment: All tools and equipment required for confined space entry (i.e. ropes, pulley systems, stokes basket, etc.), EOD-8, SRS-5, Draeger SCBA, and Tyvech and Saratoga Personal Protective Equipment. Please detail experience with these types of equipment in your response. The contractor shall provide all tools and equipment required for confined space entry (i.e. ropes, pully systems, stokes basket, etc.) and all other related coursework. The FBI will provide all EOD-8, SRS-5, Draeger SCBA, and Tyvech and Saratoga Personal Protective Equipment. EVALUATION FACTORS: This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. Award will be made to the offeror providing the best value to the government. The minimum requirements to receive full consideration and evaluation are that: Five (5) courses are proposed; Courses are held in the Quantico, VA area at FBI Facilities; Each proposed course is 3 working days, 8 hours per day; Training Dates and start/finish times for each course are determined post award in conjunction with the FBI; and the training meets the minimum OSHA requirements for Confined Space Entry and Rescue training. Each quote meeting the minimum requirements will be further evaluated based on the following: Quality of training proposed (i.e. amount of material covered, quality of presentation, depth of topics covered, meets OSHA standards) (30%); Flexibility of the provider to schedule around the needs of the FBI (30%); Familiarity with FBI equipment (experience with standard industry equipment as listed above) (20%); Sample Lesson Plan Format (15%), and Price (5%). The evaluation factors are listed in order of importance to the Government with weight given to each as denoted in percentage. Contract award shall be made to the responsible offeror whose offer, in conforming to this RFQ, provides an overall best value to the government, technical evaluation factors and price considered. The Government?s objective is to obtain the highest level of technical quality in training considered necessary to achieve the project objectives, with a realistic and reasonable price. Technical evaluation factors are more important than price. This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-19, effective August 17, 2007. The provision at FAR Clause 52.212-1, Instructions to Offerors (Sept 2006) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to andrea.campbell@ic.fbi.gov." Provision 52.212-2 Evaluation, Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2007) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov.
