FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. This system is hosted in Charleston, with a continuity of operations site in Beltsville Maryland, and development and testing sites in Arlington, Virginia. As a mission critical application, these servers are safeguarded against failure with ?image backups?, an industry standard best practice. These backups allow for a rapid recovery from a hardware failure, for quick provisioning of servers at the continuity of operations recovery site, and for provisioning of the development and testing sites. All servers be completely hardware compatible to attain this level of assurance and availability. To maintain plug compatibility of spare parts, complete compatibility of image backups, and to leverage staff training and administrative skills, HP servers are required.
