FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Bureau of Information Resource Management, Overseas Installations Branch (IRM/OPS/ITI/LWS/ITL). This Justification and Approval (J&A) on a brand name only basis is for the use of Corning Fiber Optic Unicam Connectors, Fiber Optic Adapter Panels, and Rack Mount Enclosures. The use of a brand name description is essential to the Government?s requirements, for Department of State infrastructure distribution requirements, thereby precluding consideration of the products of another company. IRM/OPS/ITI/LWS/ITL has identified the Corning Fiber Optic Unicam Connectors, Fiber Optic Adapter Panels, and Rack Mount Enclosures as key components of the Department?s network cabling distribution system. Equipment listed above is required to provide network cabling distribution to existing Department of State network cabling distribution systems based on compatibility (size, color, fit, etc) with existing, compatible Corning Fiber Optic Unicam Connectors, Fiber Optic Adapter Panels, and Rack Mount Enclosures presently installed at U.S. Foreign Missions worldwide and currently in stock in the ITL warehouse. The Installations Branch currently has Corning products in stock and requires the same name brand to maintain distribution system integrity, and standardization of warehouse, bill of materials, and installation management. As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s network distribution system. The Corning Fiber Optic Unicam Connectors, Fiber Optic Adapter Panels, and Rack Mount Enclosures are necessary for seamless integration and installation to existing fiber optic connectors, adapter panels, and rack mount enclosures within the Department?s network cabling distribution systems. Using other brand name fiber optic connectors, adapter panels, and rack mount enclosures would require restocking the warehouse with the same other brand fiber optic connectors, adapter panels, and rack mount enclosures and subsequent replacement of the entire warehouse stock of existing compatible items. Simple one-for-one replacements or additions as needed would not be practical as it may entail a completely new cabling distribution system at one or more locations. Installation teams also have connector installation kits that are compatible only with the Corning Unicam Fiber Optic SC-type connectors. The requested acquisition is to replenish warehouse stock and is based on compatibility with existing warehouse stock and installation tool kits and methods.
