Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electromagnetic Radiation Effects (EMRE) facility, White Sands Missile Range (WSMR), New Mexico has a requirement for a one (1) Network Analyzer, 9kHz to 8.5 GHz and (1) Network Anal yzer, 10 MHz to 50 GHz. The successful offeror would provide Network Analyzers that meets or exceeds the performance requirements and be evaluated in the order of technically acceptable low price. The technical requirements are as follows: Both Network Analyzers must meet the frequency requirements given for each and the basic operating parameters listed below. Network Analyzer, 9kHz to 8.5 GHz: 1. Wide dynamic range: Greater than 123 dB dynamic range at test port (typical) 2. Fast measurement speed: 39 ms at full 2-port cal, 1601 points 3. Low trace noise: 0.004 dB rms at 70 kHz IFBW 4. Integrated 2- and 4-ports with balanced measurements 5. Frequency options are available: From 9 kHz/100 kHz (with bias tees) to 4.5 GHz/8.5 GHz 6. Error-corrected 23? C ?5? C with less than 1? C deviation from calibration temperature 7. Temperature range Humidity 20 to 80% at wet bulb temperature less than +29? C (non-condensing) 8. Altitude 0 to 2,000 m (0 to 6,561 feet) 9. Vibration 0.21 G maximum, 5 to 500 Hz Network Analyzer, 10 MHz to 50 GHz: 1. 108 dB of dynamic range and less than 0.006 dB trace noise 2. less than 9 usec/point measurement speed, 32 channels, 16,001 points 3. TRL/LRM calibration, on-wafer, in-fixture, and waveguide measurements 4. 2 port, configurable test set and extended power range The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 17 Aug 2007. This requirement is full and open. The applicable NAIC code is 334515 standard size 500 employees. Prop osals shall be FOB destination, and inspection and acceptance shall be at destination. Payment will be made by Visa credit card. Company must be registered in the Central Contractor Registration (http://www.ccr.gov/) before an award can be made. A Firm Fixed Price contract award will be made to the technically acceptable, low price offeror that meets all listed specification and can deliver all listed quantities listed above. Contractor wishing to submit a proposal must submit clear and convincing evid ence that they meet all the capabilities and specifications.
