- The Army Corps of Engineers, St. Louis District is considering awarding a sole source contract to Atlantic-Meeco, Inc. This is a Publicized Special Notice as required by Federal Acquisition Regulation (FAR) Part 5.201. The statutory authority permit ting other than full and open competition for this action is 10 U.S.C. 2304(c)(1). Reference FAR Subpart 6-302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. This contract will be a Firm-Fixed Contract for the repair of a floating breakwater system (approximately 800 ft.). The wave attenuator was extensively damaged this past winter due to extreme ice loading and high winds. The ice loading caused the unit to partially submerge and freeze in place. Th e partial submerging, due to the ice loading, caused a frontward listing condition of the entire attenuator. Additionally, while in a listing position, high winds caused the lake ice mass to shift against the wave attenuator and sheared approximately one- half of the anchor cables that held the unit in place. The cables failed, the north section of the attenuator suffered failure of several structural members causing it to partially separate. Atlantic-Meeco was the designer, fabricator, and installer of t he floating breakwater system at the Mark Twain Lake Project, Indian Creek. If you feel your company has the capability to fill this requirement please notify this office by 17 September 2007, 2:00 PM., CST. This is not a solicitation announcement and th is notice does not constitute any commitment by the Government. This notice is provided as information to the marketplace and is an opportunity for an expression of interest and demonstration of capability to provide the repair service.
