- DESCRIPTION OF REQUIREMENT: On behalf of the US Environmental Protection Agency (EPA) Office of Pesticide Programs (OPP) Biological and Economic Analysis Division (BEAD) the Program Contract Service Center (PCSC) plans to award a sole source contract using the procedures set forth in FAR 13.5 to Doane Marketing Research, Inc. The purpose is to purchase subscription access to Doane dmrkynetec MarkeTrak AgroTrak Robust via the dmrknetec MRWeb. The Period of Performance will be from April 14, 2008 through April 13, 2009 and include two Option Periods. Among other things, EPA is required to evaluate health, environmental, social and economic usage of pesticides. The Biological and Economic Analysis Division (BEAD) provides pesticide use-related information and economic analyses in support of pesticide regulatory activities. Information about how much and the manner in which pesticides are actually used helps EPA evaluate potential exposures, the need for various pesticides and the potential economic impacts of regulatory options. For nearly five decades, dmrkynetec has tracked pesticide usage in the world?s largest agrochemical market place. AgroTrak provides in-depth annual information on the U.S. crop protection markets. Specifically, the Doane MarkeTrak System provides current data for herbicides, insecticides, fungicides, and other pesticides used on various major and minor agricultural sites. Doane Marketing Research, Inc. provides current and historical pesticide usage data on a large nationwide sample of approximately 16,000 farm level producers. Market research has indicated Doane Marketing Research, Inc. is the only vendor to provide data in this format and to extensively survey farm level respondents on pesticide usage on an annual basis. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
