- Description
- The General Services Administration, Pacific Rim Region (GSA), is requesting quotes for 33 circuit monitors, with an option for up to 50 additional circuit monitors. The specifications, purchase order clauses and RFQ (SF 18) will be posted to FBO. Competition is unrestricted; any responsible source may submit a quote that will be considered. The procurement is a simplified acquisition under the FAR 13.5 Test Program, not Part 15, and any resemblance to Part 15 is coincidental. Selection will be based on best value. Quotes must be submitted no later than 12:00 Noon PDST on Thursday September 20, 2007, by email to Mark.Levi@gsa.gov (email submission is required). Quotes must include: (1) completed quote using either the SF 18 or a letter format; (2) product literatue in PDF format to include technical manuals for the proposed circuit monitor, and configuration and programming manuals for the software; (3) at least three (more than three are recommended) references with accurate contact information for customers currently using the proposed circuit monitor and software . Price must be valid through September 25, 2007. Email questions to Mark.Levi@gsa.gov by 12 Noon PDST Tuesday September 18, 2007, to assure time for a response. Answers to substantive questions will be posted to FBO under this solicitation number. There will be mandatory product demonstrations on Friday September 21, 2007. Firms submitting quotes should contact Mark Levi at 415.522.3374 or email Mark.Levi@gsa.gov to schedule a time as soon as possible. Each firm submitting a quote must have a circuit monitor of the type proposed set up with internet access at a location of the firm's selection. GSA will access this circuit monitor from a conference room at the Phillip Burton FB & USCH, 450 Golden Gate Ave. 4E, San Francisco, CA, to review the features of the circuit monitor and software, usability features (e.g., speed, intuitiveness), and ability to configure and network to meet GSA's needs. Firms submitting quotes may have a technical representative physically attend (recommended), or may arrange to have a representative available by conference call (in which case GSA can make arrangements for a webcast). It is important that the firm's representative be able to answer technical questions about the product and software. Selection will consider (1) price, (2) usability features of the circuit monitor and software, (3) configurability and networking capability of the circuit monitors, (4) quality of experience with the product of other clients. If the proposed circuit monitor or software does not comply with the specifications it will be considered unsatisfactory. If a firm does not schedule a demonstration or provide a knowledgeable technical representative by telephone or in person, the quote will be considered unsatisfactory.
