- NASA/DFRC has a requirement for five (5) each of "Wind River Systems General Purpose Platform (GPP) VxWorks Edition 3.5, Subscription - Floating" license upgrade. This is an annual support and maintenance for existing real-time operating system. NASA/DFRC intends to purchase these items from Wind River Systems, Incorporated of Los Angeles, California under the authority of FAR 6.302 and 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Justification is based upon Wind River's unique and proprietary capabilities to provide the required support and updates. wind River Systems designed and engineered the existing operating system, which has been in use at NASA/DFRC for more than 15 years and award to another source would cause the existing code base to be built from scratch and would be too costly and delay current and future flight programs/schedules. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30PM (PST) on September 24, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not being accepted in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
