- NASA/GRC has a requirement for 1 each OPO and Nd:YAG Upgrade meeting the specifications as outlined below. NASA/GRC intends to purchase the items from Continuum Electro Optics Inc. Per FAR 13.106-1(b)(1) Only one source and no other vendor can provide the OPO and Nd:YAG Upgrade into the existing system already in the Government testing facility. The Government intends to acquire a commercial item using FAR Part 12. OPO and Nd:YAG Upgrade Specifications are: ITEM 1 OPTICAL PARAMETRIC OSCILLATOR (OPO) as a minimum shall: 1. Be completely compatible with items #1, #2, and #3. 2. Provide continuous tunability from 410 nm to 2550 nm. 3. Be capable of operating with or without a seeded pump laser. 4. Possess beam divergence of < 2mrad. 5. Achieve 60 mJ at its peak of tuning range at 20 HZ operation when using an unseeded pump laser, and 75 mJ at peak of tuning range when using a seeded pump laser at 20 Hz. 6. Possess a linewidth of < 5cm-1 when unseeded and 2.5 cm-1 when seeded. 7. Possess pointing stability of 2-7 nsec. 8. Possess energy stability within ? 10% at 10 Hz. 9. Possess a near field beam diameter of 4-7 mm. 10. Provide sealed and temperature stabilized BBO Type II crystals. 11. Possess fully integrated and contained doubling capability within the OPO housing (item#2). 12. Be PC controlled. 13. Bolt directly to the pump laser for added stability. ITEM 2 WAVELENGTH DOUBLER shall as a minimum: 1. Be completely compatible with Item #1. 2. Provide continuous tunability from 215 nm to 420 nm using the output from Item #1. ITEM 3 UPGRADE EXISTING GOVERNMENT-OWNED 9010 SERIES HIGH ENERGY Q-SWITCHED Nd:YAG LASER as a minimum shall: 1. Include DS-1, TS upgrade. Hermetically sealed and temperature stabilized 2nd harmonic generator (SHG) type 1, and 3rd harmonic generators (THG) for powerlite series lasers. ITEM 4 WAVELENGTH SEPARATION PACKAGE FOR 2ND AND 3RD HARMONIC OUTPUTS as a minimum shall: 1. Be completely compatible with Item #3. 2. Provide efficient separation of 2nd and 3rd harmonic output from item #3. ITEM 5 LABOR FOR UPGRADE OF EXISTING GOVERNMENT-OWNED Nd:YAG LASER as a minimum: 1. Shall not exceed 48 hours at a rate of $150.00/hour. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/21/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
