- This amendment is being issued to modify a combined synopsis solicitation posted to FedBizOps September 5, 2007. Please note that the response date of September 17, 2007 at 11:59 PM remains unchanged. QUESTION: Does ARL currently possess a Competent Authority or an Interim Hazard Classification document allowing transport of these items per DOT requirements from point of manufacture to ARL? ANSWER: As long as the vendor supplies the lot number for the warheads they fabricate and N.E.W. (net explosive weight per warhead) ARL will obtain the IHC. QUESTION: If the answer to 1. above is no, would the successful contractor be required to apply for this transportation authority, or does ARL plan to apply for the proper shipping authority and supply the documents to the successful contractor? Lead tim e on receiving and IHC or CA is close to 6-8 weeks in todays environment. ANSWER: SEE ANSWER TO QUESTION ABOVE. QUESTION: Due to release of this initial request by ARL (first posting of Thursday Sept. 6th, 2007 with a reply due Sept. 17th) and a quick turn-around requirement ARO, does the government have any latitude on the requested Oct. 31, 2007 delivery requirem ents? With lead time on materials & explosives and shape charge fabrication/inspection lead times, it is anticipated the requested scope will require more than the expected 4-5 weeks allowed in the solicitation. ANSWER: The vendors proposed delivery date will be considered during evaluation of the proposal. QUESTION: For assembly of the item as found on AL56004 (Sheet 4 of 9), Locktite explosive binder is identified. Can ARL provide the technical guidance that would allow use of either Locktite #30450 or #190017 for this application? ANSWER: The vendor should supply a Locktite that is compatible with the materials used to manufacture the warheads as well as the explosive used. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-SEP-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
