- The United States Department of Agriculture, Agricultural Research Services (ARS), National Agricultural Library (NAL) intends to award a sole source procurement by September 30, 2007 for electronic access and perpetual data rights to Elsevier DirectScience journals backfiles to Elsevier Inc. located in New York, New York in accordance with FAR 5.302-1. Elsevier Inc. is the only company that is capable of providing the perpetual data rights to DirectScience journal backfiles. Any other vendor who feel that they can meet this requirement may submit capability information supporting their ability to meet these requirements to Ms. Faith McNamee via fax on 301-504-1717 (notify by phone first at 301-504-1713) or via email faith.mcnamee@ars.usda.gov prior to 1:00pm Eastern Standard Time on September 27, 2007.
