- The National Oceanic and Atmospheric Administration (NOAA), Western Regional Acquisition Division in Seattle, WA intends to award a sole source fixed-price contract under the authority of Federal Acquisition Regulation (FAR) Subpart 6.3, Other Than Full and Open Competition, for the acquisition of ice seal research services managed by the not-for-profit Alaska Nanuuq Commission. The Alaska Nanuuq Commission?s unique capabilities make it the only responsible source capable of performing this service. This service is being procured for NOAA?s National Marine Fisheries Service (NMFS), National Marine Mammal Laboratory (NMML) and is required to support NMFS? role of maintaining Ice Seals as a Trust Resource through a close working relationship with native ice seal hunters. The research will provide biological and ecological information to the NMML and benefit multiple Federal, State, and not-for-profit agencies in the area. The Alaska Nanuuq Commission is the only entity capable of coordinating this effort in cooperation with NMFS, the Ice Seal Commission (ISC), the Indigenous Peoples Council of Marine Mammals, and the Alaska Department of Fish and Game. By contracting with Alaska Nanuuq Commission for this requirement, NMFS will be able to work directly with the local Alaska Natives involved with ice seal issues and with the ISC. Performance of this contract would require the Alaska Nanuuq Commission to: 1. Develop harvest monitoring projects, 2. Work directly with hunters and villages on issues affecting ice seals, 3. Monitor ice seals through traditional knowledge, and 4. Coordinate other ice seal research projects. No solicitation or Request for Proposal (RFP) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the NMFS? requirements described herein may submit a response no later than 2:00 pm PDT on Monday, 17 Sept 07 to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely at the discretion of the Federal Government.
