- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. The solicitation number is issued as a Request for Quotes; RFQ 7168. This RFQ is not a small business set aside. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code for this acquisition is 541511 and the small-business size is $23.0. The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID) is soliciting quotations from offerors to acquire Ontolica search Developer Server (unlimited), includes first year support & upgrade free of charge; Ontolica Search server license, includes 1 Ontolica search server license and 25,000 clients with first year support & upgrade free of charge; Ontolica search server license-extranet, includes 1 ontolica search server license and 25,000 clients also includes first year support & upgrade free of charge. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to offerors Commercial Items; FAR 52.212-2 Evaluation ? Commercial Item; FAR 52.212.3 offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.204-7 Central Contractor Registration (CCR). The Government intends to select the offer that represents the best value to the Government, price and all other factors considered. In order to be considered for an award, offeror must have completed the online electronic Representatives and Certifications located at (http://orca.bpn.gov/) in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at (www.ccr.gov/) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time (EDT), September 27, 2007 to Ms. Iris Johnson.
