- The Transportation Security Administration requests information for a potential program intended to increase the efficiency of screening checkpoints at the nation?s airports. The intent of this program is to reduce peak wait times at checkpoints and to provide better customer service, illustrating TSA?s belief that improved customer service and improved security go hand-in-hand. One potential approach for reducing peak wait times is through a Checkpoint Reservation System. Through this RFI TSA is seeking information to assist in the development of a Business Model for a Checkpoint Reservations System or other ideas that could reduce peak wait times. TSA desires innovative and creative ideas for reducing peak wait times. Specifically, TSA seeks alternative approaches to implement a Checkpoint Reservations System and wishes to identify any parties interested in such implementation. After reviewing the responses, TSA may incorporate any or all of the information provided into the final approach for reducing peak wait times. NOTE: Attachment I to this RFI provides additional critical background information. Business Models: The TSA seeks discussion around potential business models for this program. Decisions on the business model will be made based on the relative risk to the TSA and the contractor, as well as cost to the passenger. Business models that have been discussed include the following: 1. TSA hosted model: A third party service provider under contract to TSA would provide the service to all passengers at participating airports at no cost to the passenger. (Risk to TSA) 2. Transactional cost model (Single provider): A third party service provider is competitively selected by TSA. The provider sells reservations to passengers at a nominal rate. The provider is the sole provider for the service for the length of the agreement with TSA. (Risk to contractor) 3. Transactional cost model (multiple providers): Any approved third party service provider may sell reservations to passengers. Cost for the reservation is determined by free-market forces on a transactional basis. (Risk to contractor, Risk to passenger for cost). 4. Subscription cost model: Same as 2 and 3 above, but passengers could purchase reservations on an subscription basis (i.e. annual subscription for all participating airports) 5. Advertising Model: No cost to TSA or the passenger. On the reservation media, the service provider would include advertisements. TSA would have oversight on the advertisements to ensure the advertisements were not objectionable. Submission Instructions: Submissions may address how the critical functions would be performed within any of the identified business models or within other business models. TSA is interested in understanding which business model(s) would be most viable and what is necessary to make the business model(s) successful. Submissions may also address the following: ? What level of capital/infrastructure investment required ? Operational costs and resultant pricing of your services to applicants and/or partners ? Identification of the roles of service providers and possible contractual relationships with airlines and airports Submissions may also address other means to reduce peak wait times that are not directly tied to the Checkpoint Reservations System. Please note that this request for information is for planning purposes only and does not constitute a solicitation for competitive bids or proposals and is not to be construed as a commitment by the Government. Since this is not an active procurement, please do not include your business qualification statements. Submissions should be limited to a total count of 15 standard pages per submittal. Send all responses via e-mail to the TSA Point of Contact provided herein by 12:00 noon Eastern, 19 September 2007. Early submittals are encouraged and will be reviewed upon receipt. Telephonic responses will not be accepted, nor will questions be entertained at this point. Pending interest, TSA will plan an industry day to answer questions about the program. Please indicate your interest in participating in an industry day. AS A CONDITION OF SUBMITTING A RESPONSE TO THIS REQUEST FOR INFORMATION, THE OFFEROR AGREES TO BE BOUND BY THE FOLLOWING PROVISIONS RELATING TO PROTESTS: Any dispute arising out of this request for information shall be resolved through the dispute resolution system at the FAA Office of Dispute Resolution for Acquisition (ODRA), and shall be governed by the procedures set forth in 14 C.F.R. Parts 14 and 17, which are hereby incorporated by reference. Judicial review, where available, will be in accordance with 49 U.S.C. 46110 and shall apply only to final agency decisions. A protestor may seek review of a final TSA decision only after its administrative remedies have been exhausted.
