Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number HSSS01-07-R-0054 is issued as a Request for Proposal (RFP). This action is unrestricted for full and open competition. The U.S. Secret Service (USSS) has a requirement for (1) one Raman Microscope system. Specification listed below or request copy via email at Debbie.dean@usss.dhs.gov. The Government intends to award a firm, fixed-price contract. The Contractor shall deliver the complete quantity, FOB Destination, with all freight included in the delivered price, within ninety (90) days after receipt of contract. Requests for copies of the provisions and/or clauses will not be accepted. All offerors shall forward their quotations via e-mail to Debbie Dean at Debbie.dean@usss.dhs.gov . No mail quotations will be accepted. Open date 12 September 2007 with a closing date of 18 September 2007. Quotations must be received no later than 3:00 pm, local time, Tuesday, September 18, 2007. Requirements for the High Spectral Resolution Automated Raman Microscope are as follow: To adequately probe the different diameter and thickness of materials the high resolution Raman spectrometer needs to be equipped with a number of different lasers, which are computer selectable. The system must also provide necessary spatial and spectral resolution used to resolve the unique structural properties commonly seen in high-end proprietary security features and separate closely positioned vibrational transitions found in specialized solid-state materials and nanomaterials. For optimum performance and flexibility, it is required that the Raman system has a directly coupled microscope. Key performance criteria for the Raman microscope are: 1. Spectrograph Focal Length: minimum of 400mm. Spectral Resolution: better than 1.5cm-1 (0.75cm-1/pixel) at 585nm Gratings: at least four computer selectable-gratings simultaneously mounted Scanning: continuous scanning mode. 2. Detectors: Detector Ports: have at least two detector ports to allow the system to be configured with two multichannel detectors simultaneously to cover from at least 200nm to at least 1700nm. CCD QE and Sensitivity: quantum efficiency (QE) that is at least 30% from 200nm to 900nm and have a peak QE of at least 60%. CCD chip size: The instrument offered must provide a 1 inch CCD chip 3. Filters: The system must be configurable with up to four Raman filters simultaneously mounted and aligned in the spectrometer. 4. Microscope: A directly coupled true confocal microscope, including at least a 10X, 50X and 100X microscope objective 5. Macrochamber: A separate macrochamber as well as a microscope. 6. Confocal performance: The instrument must use a continuously variable automated pinhole to allow for the confocal measurement volume to be set independently of the spectral resolution, 7. Lasers: must allow for up to four lasers simultaneously and permanently mounted while aligned in the spectrometer for automated rapid and easy switching between each laser. ? 785nm laser: at the time of purchase, the system must provide an internally mounted 785nm laser with at least 300mW of laser power and provide a one micron spot at the sample. ? 633nm laser: at the time of purchase, the system must provide an internally mounted 633nm laser with at least 17mW of laser power. 8. Line scanning: Laser excitation with line scanning to minimize surface ablation. 9. Hyperspectral Imaging: Support the ability to perform hyperspectral images at a high spectral resolution. Exact positioning of the sample and mapping area is required ?
