Description
Market Survey Support to FAA's Air Traffic Organization (ATO) Safety Services (ATO-S) The Federal Aviation Administration's (FAA) Risk Reduction Information Group is soliciting quotations for Commercial-Off-The-Shelf (COTS) visual analytics software that first, as a minimum, provides the following: Minimum mandatory features: 1. The software must provide: Interactive visualizations; dynamic queries; drilldown capabilities; interactive reporting; user management; application management 2. The software must be able to connect with existing FAA data stores such as Oracle 10g, Microsoft SQL Server, Access and Excel. The software must provide for ready access to data without extensive data registration requirements. 3. The software must have a menu driven interface with no user programming requirements. However, allowing for the extension of the software capabilities through additional programming is desirable (see Desirable Features). 4. The software must allow for entry of business-specific metrics, algorithms, mathematical expressions and statistics. 5. The software must provide the ability to develop, store, retrieve and share analysis results and workflows in multiple formats such as PDF, MS Office standards and HTML. 6. The software must have a process/workflow tracking capability allowing multiple users to share analysis, interactively add steps to the workflow, and the ability to annotate the workflow with comments and modify those annotations. 7. The software must run on a PC with a Microsoft Windows XP Professional Operating System. Desirable features: The FAA desires that the software, without modification, include the following features/capabilities but they are not minimum mandatory requirements: 1. The software should support the analysis of data in OLAP cubes such as Microsoft SQL Server Analysis Services or SAS OLAP Server. 2. The software should support the ability to integrate with SAS datasets either directly or through an OLE DB connection. 3. The software should support the ability to link to SAS Software for integrating existing software routines and features. 4. The software should be able to integrate maps from ArcGIS Server into the visual analysis. 5. The software should allow for the extension of the software capabilities through additional programming languages such as Visual Basic. 6. The software should support a parameterized start-up via a link from other software such as Microsoft Word. This software must run on a Microsoft Windows XP Professional operating system. The FAA will utilize this software to analyze safety data to enhance current reporting and assessment capabilities; and to investigate and evaluate the relationship of safety indicators residing in different database systems. Vendor responses must include: 1. Detailed description of how each mandatory feature requirement is met. 2. Base period (12 months) software pricing for a minimum five user configuration (including training, maintenance and upgrade) with options to expand additional needs. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or a set aside procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8 (a) Program. The contract is anticipated to be Firm-Fixed Priced. The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Packaged Computer Applications Software. The small business size standard is a maximum of $23 million in average annual receipts. Information on the calculation of average annual receipts can be found in 13 CFR 121.104. With the submission of your quotes, you should also provide the following information: ??? Identify whether your company is a large, small, small disadvantaged, woman owned, or small disadvantaged veteran owned. Interested vendors are required to provide an original and 1 copy, not more than 8 pages addressing requirements and quote. This information is required no later than November 15, 2007. Responses must include name and telephone number of a point of contact. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any submission received from industry in response to this Market Survey /RFQ. Therefore, any costs associated with this Market Survey /RFQ submissions will be solely at the interested party's expense.
