Description
(i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) Request for Quote (RFQ) (F3F3CE7212AU01) is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20 and through Department of Defense Acquisition Regulation Change Notice 20070906. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 333412; Small Business Size Standard: 500 (v) CLIN (0001) 1 Lot including: (4) VFDs and (4) 20 mA Air Flow Sensors system must be properly calibrated and interfaced with existing controls. (vi) Specifications VFD Must have a PID Controller capable of automatically adjusting the output frequency, at least three programmable skip frequencies and bands to prevent the drive from running continuously at resonant speeds. Selectable Fan/Pump Curves, a sleep function which lets the drive rest when the demand drops below a preset level and restarts automatically when the demand increases. Must be able to start at power-up when power is restored after a power outage. Must have freeze/fire and purge inputs to connect to fire and safety systems, an auxillary motor control, a damper input capable of disabling the drive output until desired damper position is obtained. Must have a operator keypad which features 2 lines, at least a 16 character LCD display, at least 6 status indicators to include ready, interlock open, bypass run, bypass trip, purge and drive output enable, and configurable hand/off/auto function buttons. Must also include RS485 communications, embedded Modbus RTU, Metasys N2 and P1-Plant Floor Network protocols which are parameter selectable and require no additional hardware or software. Must support Drive Serial Interface (DSI) communication modules and accessories, DriveExplorer? and DriveTools? SP software must be able to be used to easily program, monitor and control the drives. Must Meet seismic requirements of the 2003 International Building Code as specified by AC156. Must comply with industry standards UL and cUL (CSA) Listed, CE Marked, have a UL Plenum Rating, an EMC EN61800-3 (with external filter) and a low voltage EN60204-1/EN50178. Inputs must have 3-Phase Voltage: 200-240 / 380-480V +/-10%, Frequency: 48-63 Hz, Logic Control Ride Through: >= 0.5 seconds, 2 seconds typical. Outputs must be capable of, voltage: adjustable from 0V to rated motor voltage Frequency Range: 0 to 320 Hz overload Current: 110% for 60 seconds. Enclosure and operating temperature -10 to 45 degrees C. Must have at least 7 Digital Inputs 3 semi-programmable and 4 programmable and 2 programmable 4form C relay ouputs. 2 Analog Inputs 1 isolated and 1 non-isolated 2 Analog Outputs and 1 outcoupler output. Must also include 6-output relay card, EMC Line Filters, DSI Cables and line and Load Reactors. Must be rated at 380-480V, 18.5 kW, 25 Hp, full load 32 Amps, Frame D, motor rpm 1,760 motor voltage 480/460 and a motor service factor of 1.0. Must be UL Listed according to UL 508C, must have UL label as verification. Must be UL approved for mounting in plenums and compartments. Must meet all UL, CSA. NEMA and NEC standards. Must be enclosed in a NEMA/UL type 1 enclosure.. Must be protected against short circuits, have under-voltage and over-oltage protection, be able to sense a loss of load and signal a fault and upon fault store the DC bus voltage, outcurrent and output frequencies in readable parameters. Must include the standard 2 year warranty. Air velocity sensor specifications Must meet the required specs, supply voltage 24VAC plus or minus 15%, 50-60Hz., power consumption 3 VAC. Must have programmable measuring range from 0-3000 fpm. Must have 0-10 volt min (min 1000 Ohm), 0(4)-20 mA (max 500 Ohm). Output drift vs. temperature must be max 0,1% of reading /degress C. Sensor cable must be at least 12 ft long, and sensor insor insertion length should be between 2-8 in. Temperature range for the sensor must be -20 degrees C ? 50 degrees C and for the electronic unit 0-50 degress C, humidity range must be max 90% RH. (vii) FOB-Destination for delivery to: Bldg 1300, Mountain Home AFB, ID 83648. Delivery NLT 19 Oct 07. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (ix) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum is also included.
