Description
The 37th Contracting Squadron at Lackland AFB intends to award a contract for a Environmental Monitoring System on a sole source basis to Goldbelt Raven LLC. Goldbelt Raven LLC. is the only company that can provide the integrated system that is currently available that is specifically designed for large blood donor centers that meets the requirements of the DoD and regulations of the FDA, OSHA, and other accredited agencies. All responsible sources may submit a bid, proposal, or quotation which shall be considered. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures in FAR 13.106-2 and FAR 6.302-1. This notice of intent is not a request for competitive quotes. A determination by the government not to compete this requirement based on responses to this notice is soley within the discretion of the government. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation number 07TC0962 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20 and DFARS Change Notice 20070906. The North American Industry Classification System Code 339112 and size standard 500 employees apply to this procurement. Contract Line Items (CLINs) for this solicitation are as follows: CLIN 0001: Rees E-Centron Environmental Monitor QTY: 2 each Delivery is to 2200 Bergquist Dr., Suite 1, Lackland Air Force Base TX. The following clauses and provisions apply to this acquisition and the full text of each clause may be accessed electronically at http://farsite.hill.af.mil. FAR 52.212-1, Instructions to Offeror--Commercial Items, Addendum: Para (e) of this clause is tailored as follows: (e) Multiple offers. Multiple offers will not be accepted. The Government will award a firm-fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on the lowest priced technically acceptable proposal. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors are required to complete and update their representations and certifications online at http://www.bpn.gov and include a completed copy of the provision with their quote. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, Addendum: Para (c) of this clause is tailored as follows: (c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
