PERFORMANCE WORK STATEMENT (PWS) FOR 562nd and 563rd FLYING TRAINING SQUADRONS NETWORK/SYSTEM ADM INISTRATION SUPPORT 1.0. DESCRIPTION OF SERVICES 1.1. Overview. This PWS addresses a series of tasks to be provided by the contractor for network/system administration of the CSO program servers and computer equipment in their current configuration and as they expand during the period of performance. The contractor shall be responsible for the administration of the Secured Internet Protocol Router Network (SIPRNet) server, two Windows 2003 servers in support of a Secured Intranet, stand alone computer assets that support the CSO training and Non Secure Internet Protocol Router Network (NIPRNet) and Storage Area Network (SAN). 1.2. Required Knowledge. The contractor shall possess: 1.2.1. 3-7 years experience in Information Assurance technology and experience with computers running Windows XP, Windows 2000, Office XP and Microsoft Server operating systems. 1.2.2. Expertise on Microsoft operating systems, Systems Management software, classroom projection systems, enterprise level data backup solutions, and Storage Area Network (SAN) systems. 1.2.3. Knowledge of Local Area Network (LAN) infrastructure, server hardware and software platforms and related support tools to improve infrastructure performance and operational efficiency. 1.2.4. The ability to configure servers and nodes to provide desired functionality as required. 1.2.5. The ability to oversee and manage day-to-day configuration and operation of the software environment and hardware/operating systems. 1.2.6. Ability to evaluate potential information assurance security risks and take corrective action. 1.2.7. The ability to analyze network characteristics, designs for complex environments including installation and troubleshooting. Recommend procurement, removals, and modifications and provide support on all phases of analysis, design, testing, and implementation. 1.2.8. The ability to provide support for network analysis, configuration management, installations, and troubleshooting for networks. Conduct network integrity checks, inventories, and security checks. Provide support for classroom projection systems. 1.2.9. The contractor must have knowledge of Microsoft Windows Server 2000, Microsoft Server 2003, and Windows XP operating systems. 1.3. Hours of Operations: 1.3.1. Work Hours. The contractor shall provide coverage during normal duty hours Monday through Friday. Occasional change of work hours may be required to accommodate extra ordinary training requirements. A shift in work schedule that are mutually beneficial and do not exceed 80 work-hours in the pay period will be coordinated through the QAP. Contractor work hours shall correspond with government personnel duty hours. 1.3.2. Holidays. The 562nd and 563d FTS follows the Federal Government schedule for holidays provided during each work year. The holidays recognized by the Federal Government schedule are: New Years Day, Dr. Martin Luther King Jr. Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans? Day, Thanksgiving Day, and Christmas Day. Family days and down days do not constitute a Federal Holiday. 1.4. Key/Lock Control. The contractor shall abide by locally established key control procedures as outlined in AFI 32-9002, RAFB Sup 1 paragraph 2.1.5. to ensure keys issued to the contractor by the government are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys issued by the government or allow government issued keys to be used by personnel other than current authorized contractor employees. The contractor shall not use keys to open work areas for personnel other than contractor employees engaged in performance of their duties unless authorized by the QAP. 1.4.1. Lost Keys. Lost keys shall be reported immediately to the QAP. 1.4.2. Lock Combinations. The contractor shall abide by establish procedures in 563 FTS ?Squadron Information and Personnel Security Procedures? Operating Instruction 31-401, paragraph 21, Controlled Access Area Procedures, to ensure lock combinations are not revealed to unauthorized persons and ensure the procedures are implemented. 1.5. ?Performance of Service during Crisis Declared by the National Command Authority or Overseas Combatant Commander. This service is not determined to be essential for performance during crisis according to DODI 3020.37. However, in event of a crisis or a significant emergency is declared the CO will contract service provider personnel to notify them of the situation and any possible changes to their contract responsibilities. Upon notification by the CO, the services due to contingencies, natural disasters, or facility operation on an extended basis up to 24 hours per day, as required. If additional contract costs are incurred under this paragraph, the service provider shall have up to 30 calendar days to request an equitable contract price adjustment.? 2.0. Test and validate the proper operation and configuration with the appropriate patches and fixes, prior to restoring any device to the network. 6.1.16 Network Control Center (NCC) Guidance/ email/updates monthly. Project Status Report 3.0. GOVERNMENT FURNISHED PROPERTY 3.1. Government Furnished Facility. The government will provide work areas in the 562nd FTS, building 745 and 563rd FTS, building 743, Randolph Air Force Base, TX. 3.2. Government Furnished Equipment. The government will provide the contractor with workspace, office furniture, office supplies, computer resources, and telephone necessary to perform the task, commensurate with those provided government employees. 3.3. Government Furnished Resources. The contractor shall have online access to government regulations, specifications, standards, technical manuals, design documentation, and task documentation. 4.0. DELIVERABLES 4.1. General Guidance. Only the QAP or the designated alternate has the authority to inspect, accept, or reject all deliverables. Contractor shall provide deliverables via email to the QAP. 4.2. System Status Report. The contractor shall, within two (2) working days following any unscheduled network down time or security related incident, submit a report to the QAP briefly outlining downtime of hardware, communications, and software packages, cause of downtime, problem solution, and impact to users. 4.3. Continuity Book Update Report. Contractor shall develop and maintain a continuity book. The contractor shall submit a report to the QAP documenting additions or changes to procedures used to implement and maintain aspects of the networks such as backup schedule and procedures, network configurations, duties and responsibilities, training plan, etc. The contractor shall inform the QAP in writing of any additions or changes. 4.4. Project Status Report (PSR). The contractor shall submit a PSR due on the10th day of each month to the Contract Administrator and QAP, which outlines all actions taken in support of this PWS. The PSR shall include at a minimum: 4.4.1 A narrative description of PWS requirements where specific tasks require assessment of the progress to date, and identification of any deviations noted, other information deemed necessary by the contractor or government. 4.4.2. Contractor shall document architectural issues in the PSR as they relate to data security, hardware/software configurations and enhancements, and procedural means to enhance network security while maintaining network access for authorized network users, affecting the security of the network. The report will document all system changes made affecting the security of the network. 5.0. QUALITY CONTROL PROGRAM 5.1. Quality Assurance. The government is responsible for evaluating the contractor's performance. For those tasks listed on the Service Summary (SS), the Quality Assurance Personnel (QAP) will follow the methods of surveillance specified in the Performance Plan (PP). The QAP will record monthly surveillance observations using the QAP surveillance checklist. 5.2. Performance Evaluation Meeting. The CO may require the contractor to meet with the CO, contract administrator (CA), QAP, and other government personnel as deemed necessary. The contractor may request a meeting with the CO when he or she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded, published, and distributed by the CA. When concurrence is received, a copy of all recorded minutes shall be provided to all attendees, and a copy shall be placed in the official contract file for record keeping purposes. In the event the contractor does not concur with any portion of the minutes, exceptions to the minutes shall be provided, in writing, to the QAP and CO within 10 calendar days. Final resolution to exceptions taken by the contractor resides with the CO. 5.3. Quality Control. The contractor shall provide and maintain a current Quality Control Plan (QCP) which shall ensure the requirements of the contract are provided as specified. The CO will notify the contractor of acceptance or required changes to the plan prior to award. The contractor shall make appropriate changes and obtain approval of the plan as changed. Any change to the approved QCP that may become necessary during the life of the contract must be submitted through the QAP to the CO for approval prior to any change being effected by the contractor. The QCP and documentation shall be kept and made available to the Government upon request by the CO or QAP, throughout the contract performance period, and for the period after contract completion until final settlement of any claims under this contract. The QCP shall be submitted as part of the technical proposal for evaluation. 5.4. Records Inspections. The records of inspections conducted by the contractor shall be kept and made available to the CO or QAP throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract. 5.5. Inspection Instruction. Inspection, auditing, and testing shall be prescribed by clear, complete, and current instructions. The inspection instructions shall include the specific criteria for approval and rejection of services that will be used in each inspection or audit. The contractor?s inspection instructions shall be documented and shall be available for review by the CO or QAP through out the life of the contract. The contractor shall notify the CO or QAP in writing of any changes to his inspection instructions. 6.0. CONTRACTOR RESPONSIBILITY. 6.1. The contractor shall perform the following tasks: 6.1.1. Manage student accounts on the LAN, to include adding, deleting and modifying user accounts. 6.1.2. Provide client computer hardware and software support. 6.1.3. Perform hardware maintenance and troubleshooting. This is limited to replacement or reconfiguration of the system, system switches/jumpers, expansion and network interface cards, memory modules, cables, power protection devices, and other peripheral and ancillary equipment as required, consistent with existing computer warranties. 6.1.4. Provide end-user support for hardware, operating system software and applications. 6.1.5. Provide installation of government owned software on customer computer resources. 6.1.6. Perform network related client computer hardware maintenance, to include configuration of network interface cards, memory modules, and installation and removal of workstation cables. 6.1.7. Shall use vendor?s website to research equipment warranty information and coordinate with them to replace items under warranty that are no longer functional. 6.1.8. Coordinate the creation and administration of network user accounts. 6.1.9. Perform network/system administrator duties to include managing the system from the hardware and software operating system level. The management shall include all operating systems, applications software, network interfaces, metering software, viruses canning software, administering printer services, server back up and restoration, contingency planning, and disaster recovery. The contractor shall initialize, install, and configure system hardware and software and provide technical support to the users. 6.1.10. Install, configure, and manage network printers and print servers/print queues. 6.1.11. Perform daily back ups of servers and file systems. Ensure automated daily backup system is functioning properly and rotate backup tapes as required. Restore data from backup tapes as required. 6.1.12. Monitor server hard disk usage and available capacity and notify the QAP if available drive space becomes critical (i.e. less than 10% free space remaining). Maintain CSO supported servers and the Storage Area Network (SAN) in operating condition. 6.1.13. Install new or upgraded network operating system software, workstation operating system software, and applications, including email software on all computers as required. 6.1.14. Manage/assign network user permission and access to file server directories/volumes to provide functional and secure network environment. 6.1.15. Install/uninstall and maintain uninterruptible power supplies on all servers and perform tests to ensure operability of associated hardware and software in the event of power outage. 6.1.16. Shall implement software patches and security fixes as required by the Air Force Network Operations and Security Centers (AFNOSC) or program management office. Test and validate the proper operation and configuration with the appropriate patches and fixes, prior to restoring any device to the network. 6.1.17. Perform additional computer risk analysis and maintain system access control necessitated by changes to the security of the system. 6.1.18. Plan, direct and complete hardware connections to the network infrastructure equipment including hubs (concentrators), routers, bridges, switches, terminal-end equipment cabling, and other network interface hardware. . 6.1.19. Survey new requirements and provide recommendations and solutions based on local configurations, cost, and future requirements. 6.1.20. Identify network problems and take corrective actions, analyze equipment configurations, network traffic, and error statistics by using network management tools and test equipment to ensure network optimization and customer satisfaction. 6.1.21. Shall conduct training on Computer Security (COMPUSEC), Software License Management (SLM), and removable classified hard drive security to all newly assign personnel. 6.1.22. Provide assistance with training on system administration activities. 6.1.23. Interface directly with end-users to provide primary hardware, software, and network applications problem resolution. 7.0. SECURITY. 7.1. Security Clearances. A National Agency Check, Local Agency Checks and Credit Check (NACLC), IAW AFI 31-501, Table A22.1, position 6, is required for all contractor personnel. The NACLC is the prescribed investigation for initial and continued access to Secret and Confidential information for DoD military and contractor personnel. Contractor shall process employee personnel clearance at no cost to the government. The contractor shall be exposed to information covered under the Privacy Act of 1974 and shall comply with all applicable safeguarding and handling requirements with the Privacy Act.
