This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W192EF-07-Q-0148 and is issued as a request for quotes (RFQ). DELIVERY FOB DESTINATION TO Ahsahka, ID 83520. The Army Corps of Engineers Dworshak Dam has a requirement for a 4000-gallon stainless steel round or oval tank. The tank will sit on a USACE owned flatbed truck. This tank will be used to transport liquid fertilizer from the storage area to a USACE owne d barge. It will then be connected to the fertilizer distribution system on the barge and supply the needed amount of fertilizer. This tank may also be used to provide water supply during a wild land fire emergency. The desired tank will be built to order. We require that it meet Department of Transportation standards that would apply to this type of tank that may be transported on a public roadway. The tank will be 20 feet in length. A variance of 18 inches shorter is acceptable as long as the 4000 gallon capacity is met. The maximum width is 7 and ? feet. A smaller width is acceptable as long as the desired 4000 gallon capacity is met. It is desired that the tank be oval or elliptical in shape as much as possible to present the lowest height profile. A ro und tank will be acceptable if that is the only practical shape available to provide a 4000 gallon capacity. The tank shall be designed with skids capable of supporting the fully loaded weight of tank and fertilizer, as well as preventing tipping of the tank while sitting on the flatbed while in transit. 4000 gallons of liquid nitrogen 32-0-0 formula fertilizer w ill weigh approximately 45000 pounds. The skids must be adequate for that weight and the manufactured weight of the tank. The skids will also incorporate extended braces at each end and center that will extend to the outside radius of the tank. These brace s will be of sufficient strength to serve as part of the tie down system. The tank will be further secured by ratchet straps over the top of the tank to the truck flatbed. (These will be provided by the Dworshak project.) The tank shall be made entirely of T-304 stainless steel in a minimum of 10 gauge thickness. It shall be internally baffled to control water movement. The tank shall have an externally visible sight gauge. The tank will have a top mounted man door. It will be located to the rear of the tank. It will include a 1 foot wide by 1 and ? foot long access platform on each side of the opening. An access ladder will be mounted in line with the man door on the left si de of the tank. The tank will have a rear sump with a 3 inch NPT outlet. It will also have 1, 2 inch, NPT outlet, at the left rear, bottom of the tank.
