Description
EPA intends to modify an existing Blanket Purchase Agreement (BPA) (4D6443NTSX) with Microspace Communications Corporation, which was competitively awarded. The BPA currently expires on 9/30/07. It is our intent to extend the BPA by two (2) years, to expire on 9/30/09. Microspace is required to deliver, via satellite, EPA environmental control classroom training courses, seminars, and seminars to EPA for a variety of clients and environmental programs, including, but not limited to, Tribal, Federal, State, and local governments; industry; EPA offices and other Federal Agencies; educational institutions at the elementary, high school, and college level; and other private sector institutions involved in activities related to environmental measurement, monitoring, and control. Microspace shall perform work in the following areas: (1) digital satellite uplink and downlink turnaround support for the delivery of a wide variety of EPA environmental control training courses to EPA's Air Pollution Distance Learning Network (APDLN) downlink sites and any additional sites for networks for specific programs (currently over 100). The network shall be a closed network with the ability to remotely activate and deactivate any site within the network. Support shall not require replacement, retrofit, or repositioning of any existing antenna or receiving equipment at any of the existing APDLN downlink facilities without demonstrating a cost breakdown of how this will be advantageous based on savings and/or other benefits to EPA. Microspace shall supply and guarantee uninterrupted service using AMC-1 satellite and velocity receiving equipment. Digital Uplink services shall be provided on an ad hoc basis as opposed to pay in advance or long-term contracting and advanced scheduling. We expect to use from 30 to 50 ad hoc hours per year, generally in 1- to 2-hour increments. There may be a few occasions with a 4- to 5-hour broadcast. The broadcasts will occur on weekdays between 12:00 p.m. and 5:00 p.m. EST. (2) Microspace must be able to provide a studio that receives a live stream from a studio with T1-line and microwave. The studio must be able to accommodate live question and answer components and also be within a 1 hour commute from the Research Triangle Park area. The uplink facility shall be capable of receiving a live program from any studio commercially or otherwise that EPA may use to provide a live broadcast from time to time as needed. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. If no affirmative responses are received within fifteen (15) days of this notice to determine that another qualified source is more advantageous to the Government, negotiations will be held with Microspace Communications Corporation to extend the existing BPA.
