C.This requirement will no longer be awarded on a sole source basis. This requirement will now be awarded on a competitive, open market basis. XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is GST0307DS1555 and is issued as a Request for Quotes. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2005-19. The associated North American Industrial Classification System (NAICS) code for this procurement is 811213 with a size standard of $5 million. The General Services Administration Federal Acquisition Service provides local telecommunications services to the Federal Community, including users located in the Federal Office Building at 600 Arch Street in Philadelphia. Voice mail services at this location are provided from a VMX 300 System for which maintenance is required. Acteon Networks LLC (GST) is currently providing voice mail maintenance support to the GSA, however, the current task order ends on 09/30/2007. Basic information on the VMX 300 System is as follows: 1.System Software Release : S.3.0.0-2; 2.Number of Ports Configured : 18; 3.Voice Mailboxes in current use: 100+ The Government reserves the right to adjust the base year and/or the option year pricing to accommodate changes in coverage required. In the event service is no longer needed at a particular location, or if there is a reduction in the size of the system, the government will adjust pricing based on the ports/storage hours bid. Maintenance Requirements for Voice Mail The requirements include the following components: 1. The vendor shall provide maintenance to maintain equipment in proper working order to include all VMX hardware, software, and system administration terminals 2.The vendor shall monitor the system for any system malfunctions, security braches, and any other abnormalities. 3.The vendor shall comply with the listed repair response times: a)Emergency-within 2 working hours of request by remote modem and within 4 working hours if on-site maintenance is needed. GSA will request an emergency response when the system fails to answer or process calls for a group of users. Emergency service shall be 24 hours per day, 7 days per week, including holidays. b)Routine- within 8 working hours of request for service, during regular hours (8 am to 5 pm local time, Monday through Friday. The vendor shall have sufficient replacement parts available to install when there is an equipment failure. 4.GSA will perform system administration for adds, moves, changes, and reports. The vendor shall be available for consultation on software configuration, software trouble resolution, and engineering support. The Government estimates that up to 10 hours per site may be required each year. 5.The vendor shall maintain the modem connected to the integrator link from the local access provider for each system. In addition, the vendor shall interface with the local access providers in order to coordinate resolution of outages related to any hardware or software services connected to the Overture 250 systems, such as a)the modem connecting to an integration link; b)the integration link; c)any analog lines used to access the voice mail ports; and d)any cabling associated with items a, b, or c. A list of providers and associated circuit ID?s will be provided for each system. Security and Standards Security and Privacy Act The contractor shall comply with all rules and regulations concerning use of personnel, site access, and use of Government property. ?The contractor shall comply with all rules and regulations in effect governing the ordering records and files. ?A contract employee must be deemed suitable for employment before he/she will be permitted to start work. Suitability is determined by a limited criminal background suitability check. Requirements for the background check are as follows: ?Contract Employees must complete GSA Form 176, Statement of Personal History ?Contract Employees must have his/her fingerprints taken by responsible authority and imprinted on Fingerprint Cards (FD258) Required forms will be made available by GSA upon contract award. In addition, the provider of contract services must provide its personnel employed in GSA-controlled space with picture identification, which must be worn at all times by contract employees when in GSA-controlled space. Standards All Electronic and Information Technology (EIT) procured through this task must meet the applicable accessibility standards at 36 CFR 1194. If the applicable accessibility standards have not been identified prior to award, they may be incorporated after award. Such action after award may be a basis for the contractor requesting an equitable adjustment. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended. The contractor shall monitor the voice processing systems from the contractor?s location. In the event of an outage, the contractor shall provide on-site support at the government?s request within the time periods specified in Section 2.2.3. Period of Performance. The contractor shall propose maintenance on the above systems for a base year and four (4) one-year option periods following the base period. Base Year:October 1, 2007 through September 30, 2008 Option Year 1:October 1, 2008 through September 30, 2009 Option Year 2:October 1, 2009 through September 30, 2010 Option Year 3:October 1, 2010 through September 30, 2011 Option Year 4:October 1, 2011 through September 30, 2012 The option periods for maintenance and support shall be separately priced for each 12 month option period, and a monthly rate shall be defined. Performance Matrix. The table below defines the performance standards for each requirement. If the contractor fails to meet the standards, it will negatively impact future past performance ratings where applicable. Invoices shall be provided on a monthly basis in hard copy format. In accordance with Title 31 US Code, Section 3324 (formerly 21 USC 529) which prohibits the payment of public money in advance of the services to be rendered, all invoices shall be issued in arrears of service. Invoice Content Invoices shall be submitted in an original, unless otherwise specified, to the GSA Payment Office, and shall be submitted on system by system basis for the five (5) systems listed below. All quotes must be submitted via e-mail to Kristin.Markiewicz@gsa.gov by Wednesday, September 19th at 2:00pm EST. Award will be made via GSA?s TOPS System. The quote submission shall include two separate volumes: Volume I?Technical Quote and Volume II?Price Quote. The Government is requesting a Firm Fixed Price type of quote in response to this RFQ. Contractors are advised that award of this contract will be made based on a low price technically acceptable quote. Contractors are further advised that the Government intends to make an award on the basis of initial quotes. As a result, contractors shall be certain to present their most advantageous quote that clearly meets all requirements and complies completely with all quote submittal requirements. Volume I?Technical Quote Requirements The Technical quote shall be presented in writing and shall not exceed ten (10) double-spaced pages (12 pt type; one page equals one side of a sheet of paper). The technical quote shall be presented in writing and address the following criteria: Task Understanding and Past Performance. Task Understanding The contractor shall clearly and concisely present its understanding of the requirements. This understanding shall not be a reiteration and acceptance of the SOW, but shall demonstrate that the Contractor has a sound and thorough understanding of the requirement. Past Performance The contractor shall describe its past performance on no more than two (2) similar contracts/orders it has held within the last three (3) years which are of similar scope, magnitude and complexity to that which is detailed in the RFQ or affirmatively state that it possesses no relevant or directly related past performance. The contractor should provide the following information regarding its past performance: 1. Contract/order numbers 2. Name, phone number, and email address of a point of contact for which the contract/order was performed. 3. Dollar value of the contract. 4. Detailed description of the work performed. 5. Names of subcontractor (s) used, if any, and a description of the extent of work performed by the subcontractors. 6. The number, type and severity of any quality, delivery or cost problems in performing the contract, the corrective action taken and the effectiveness of the corrective action. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside the government. Contractors lacking relevant past performance history will not be rated favorably or unfavorably on past performance. Volume II - Pricing Quote Requirements Contractors shall submit a Firm Fixed Price type of quote. Discounts are strongly encouraged. The pricing quote shall include a monthly price for each option year as well as an extended price for the entire period of performance (including options). The Government does not anticipate any travel for this requirement. BASIS FOR AWARD. Award will be made to the contractor whose quote is determined to be the lowest priced technically acceptable quote. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. A completed copy of the provision at 52.213-3 Offeror Representations and Certifications ? Commercial Items shall be included with the quote. The clause at 52.212-4 Contract Terms and Conditions ? Commercial Items applies to this acquisition. In addition, the provision at 52.217-8, Option to Extend Services applies to this acquisition.
