Description
The USDA Forest Service, National Forests in FL has a requirement for five (5) automated electronic fee collection machines at various locations on or adjacent to the Ocala National Forest, Marion, Lake and Putnam Counties, FL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as Request for Quotations (RFQ) No. AG-4283-S-07-0032. Quotes/offers are due on or before close of business October 4, 2007. Late quotes/offers will not be considered. Quotes/offers received after date set for receipt of quotes will be rejected. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-20. Description of Requirement: Five (5) each Automated Electronic Fee Collection Machines for collection of off-highway vehicle permit fees. Salient Characteristics and Description of Requirment: Automated Electronic Fee Collection Machines shall: --Shall be real time computer data collection system --Accept cash or real time credit card authorization and daily credit card transaction settlements --Machines shall be simple to use, reliable, secure, highly modular, easy to service and easily understood transaction flow --Be able to track revenue data on station by station basis from a desktop computer by authorized personnel --Interconnect with to real time netork with central control center --Deliver data to a central server for view by authorized personnel --Contain online network connections both wired and wireless (depending on location) --Provide client access to all payment data in real time through vendor's user interface --Provide network security --Work off of AC current and have lightening arresters --Produce paper permits that display date of expiration in print large enough to be read when passing on a trail --Contain software that allows user to select various options for purchasing three day, seven day, or annual passes for operation of OHV's on a managed trail system --Training of Forest Service personnel on proper operation and basic machine servicing/maintenance and programming including server/client software --Provide minimum five year warranty priced separately from fee collection machines --Convert annual passes to photo ID media --Installation The Forest Service will provide telephone and AC connections. DELIVERY: FOB destination to five separate locations on or adjacent to the Ocala National Forest, Marion, Lake and Putnam Counties, FL within 30 calendar days of receipt of order as follows: Salt Springs Visitor Center, SR 19, approx. 25 mi. north of Umatilla, FL Pittman Visitor Center, SR 19, approx. 4 miles north of Umatilla, FL Ocklawaha Visitor Center, SR 40, approx. 5 miles east of Ocala, FL Lake George Ranger District Office, SR 40, approx. 20 miles east of Ocala, FL Seminole Ranger District Office, SR 19, Umatilla, FL NOTE: For information on this requirement contact Brian Wharton, Contract Specialist, 850/523-8544. SUBMISSION OF OFFERS. Submit offers specified in this solicitation on or before the exact time specified in this solicitation. As a minimum, offers must show-- (1)Solicitation No.; (2)Date and time specified for receipt of offers; (3)Name and address of offeror; (4)Offeror will provide complete technical description of item(s) being offered in sufficient detail to determine compliance with requirements in this solicitation. This includes, as a minimum, product literature, warranty provisions, or other documents if necessary; (5)Terms of any express warranty; (6)Price and any discount terms; (7)Remit to address, if different than mailing address; (8)completed copy of the Representations and Certifications at FAR 52.212-3; (9)Acknowledgement of any solicitation amendments. EVALUATION: Offerors must meet all technical requirements of this solicitation in order to be considered for award. If two or more offerors submit offers meeting all technical requirements award will be based on lowest total price offered. Evaluation--Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in relative order of importance: (i) Technical capability of the item offered to meet the Government requirement; (ii) Ability to meet delivery requirements; (iii) Price Technical capability and ability to meet delivery requirements, when combined, are approximately equal to price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
