Description
Amendment to solicitation to Post Questions and Answers (Q&A). Additional Q&A to follow in future amendments. Questions and Answers Re: RFQ2007-46735 (1) Title: Use of State Laws to Permit Adolescent Consent to Vaccinations 1) Under instructions to offerors, II., the solicitation reads ?please provide a one page summary of proposed approach?? Can you tell me if this is a mandatory one page limit or if we are able to use more space to describe our approach? ANSWER: Revised to three (3) pages for entire Technical Approach. 2) Under instructions to offerors, III., the solicitation reads, ?please provide a CV/resume for the individual?? is it acceptable to propose more than one staff person to complete the proposed work? Our approach would be that of a team. ANSWER: Yes, more than one staff person is acceptable 3) Is a contractor currently working with CDC on any of this or similar work related to vaccinations? ANSWER: No 4) It appears that the pilot surveys will be administered to more than 9 people, therefore it appears that OMB clearance will be required, even for the pilot. However, the project calendar timeline does not allow sufficient time for preparation and approval of an OMB clearance package. Does CDC have a generic survey approval applicable to this requirement? Please clarify. ANSWER: CDC does not have a survey approval applicable to this requirement ? since it relates to vaccines 5) Under Personnel you mention providing a resume "for the individual..." Are you assuming only one person will be doing this work? ANSWER: No 6) Do you have a government estimate of the LOE for this requirement? If so, could you please provide this information. ANSWER: We do not publicize the Government Estimate. 7) The instructions for ?Relevant Experience? require that offerors provide the name/address and point of contact for each customer. Inasmuch as this same information is required in offeror?s Past Performance information, please consider revising the ?Relevant Experience? requirement to eliminate this redundancy. ANSWER: The individual with primary responsibility for validating the quality of prior performance (Item IV) may be different from the individual responsible for providing details pertaining to relevance / similarity of prior work (Item I) therefore this requirement will remain as currently stated. 8) Item II, Technical Approach, under General Instructions states ?Please provide a one page summary of proposed approach to completing the proposed work.? Please clarify if the technical approach is to be limited to one page or if a more detailed technical approach is required along with a one page summary. ANSWER: Solicitation is being revised to three (3) pages for entire Technical Approach 9) Please confirm that this is a fixed price activity. ANSWER: Yes it is Firm Fixed Price (FFP) The solicitation is being revised to include three (3) line items. Line Item 0001: Report of Laws Found ? Include language and scope of law, intended population, and interpretation. Due 6 months after award Line Item 0002: Report of pilot key informant interviews prior to survey implementation. Due 9 months after contract award Line Item 0003: Final report of mailed surveys. Due 12 months after contract award.
