Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Phenomenex, Inc 411 Madrid Avenue, Torrence, CA 90501-1430, to provide analytical and preparative high performance liquid chromatography columns (HPLC) for a period of six months from 09/30/07 - 03/30/08. These columns will be used to purify and correct the identity of the compound of interest. This will be achieved by separating the compounds of interest in reaction mixtures and unwanted products and refining the purification of target molecules. The NCGC laboratory is developing an increased number of target molecules of increased complexity with numerous functional groups in a single molecule. With an increase in the development of target molecules it is necessary to purchase an increased amount of preparative HPLC columns. These columns provide the means to efficiently and reproducibly purify target molecules with a wide range of functionality and chemical properties. The sole source determination is based upon the fact that the Phenomenex HPLC columns have a patented Axia Packing Technology where they are packed in an axial compression step that eliminates decompression of the sorbent. It is an automated process which allows for increased reproducibility as compared to previous packing techniques. It increases packing density, lifetime and improved performance. With an increase in the HPLC purification process it will require columns that perform reproducible separations efficiently under a diverse set of conditions for a extended period of time. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 328998 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
