Description
This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ70077-JDS and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse has a requirement for an Contractor Service has the following requirements: 1) Submit a brief proposal to include a schedule of hours of work for the contract period, 2) Train in the method to be used for data collection in the first week of the project. Training will be information collection from the sources, downloading of the information to be documented, reliability checking of the information onto the prepared report formats, accuracy checking the information collected, and developing the trajectories, 3) Access the information sources to be used. For each awardee, the Contractor will identify the information; ensure its consistency by matching it among the different sources/different records in the NIH databases. The Contractor will write notes to document any aberrations as necessary, 4) From the information processed for consistency and accuracy in Task 3, the Contractor will develop the career trajectories in draft form, for review by the Task Leader. The trajectories will contain the information of program effects as stated above, for each awardee. The Contractor will conduct accuracy checks of the trajectory information to identify and correct any miss-reporting. Miss-reported information will be corrected, 5) Create an electronic file of the trajectories, with awardee name and institution of research. Create an electronic file of the trajectories, blinded for awardee name and institution of research title and titles of research publications. Create an electronic data table as specified by the Task Leader, to report the analyzed data, for the purpose of aggregate program reporting. Create a power point presentation of the blinded aggregate analysis for program reporting, as specified by the Task Leader, 6) On a continuous basis through the study period, write brief progress reports weekly, on the work completed and the problems encountered, resolved, and to be resolved. These reports will be prepared in-house, at NIDA, and for internal reporting only, because the data are restricted. The total hours are 350. The period of performance is September 2007-April 2008. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria: (1) Ability to meet technical specifications and (2) Ability to deliver on time and within specification. Offers will be also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions Commercial Item, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due September 21, 2007 3:00 PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
