- 06 September 2007 LMR Upgrade Synopsis This is a pre-solicitation notice for synopsis of Land Mobile Radio Upgrade services at Ellsworth AFB, SD. Required services are commercial; therefore, FAR Part 12, Acquisition of commercial Item, shall apply to this acquisition. Services include, but are not limited to: Upgrading XTS5000 portable radios by installing Smartnet to Smartzone system software, upgrading XTS5000 P25 9600-Baud Trunking software, upgrading XTS5000 Digital ID Display software, upgrading XTS5000 portable radios by installing Conventional to Smartzone system software, updating all XTS5000 portable radios to the latest operating System Software/Firmware release (RSS), perform any subscriber updates currently listed by Motorola under its Service Repair Notification (SRN) program, and re-aligning all XTS5000 portable radios to manufacturer?s specification, or equal products. (The contractor shall perform in accordance with the standards outlined in the Statement of Needs.) This acquisition will be solicited as a Request for Quote (RFQ). A Firm-Fixed Price Performance Based Service contract will result from the solicitation, & award selection will be based on past performance and price with past performance being significantly more important than price. Expected work completion will be 45 day after date of award. This acquisition is full and open to all competition per Far Part 6.102(b), Competitive Proposals. The North American Industry Classification System Code (NAICS) is 334220. Solicitation No. FA4690-07-Q-0040 will be issued as an RFQ, & will be posted on or about 07 September 2007. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.eps.gov, with no paper copies issued. Potential offerors are responsible for monitoring this site for the release of the solicitation packages. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR).
