Description
Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR PREVENTIVE MAINTENANCE OF THE CARDKEY ACCESS CONTROL SYSTEM AT THE ELECTRONIC WARFARE DIRECTORATE DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH BUDGET ELECTRICAL CONTRACTORS (BEC). The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to BEC, 25051 East Fifth Street, San Bernardino, CA 92410. The Sole Source purchase will be for the following commercial cardkey access maintenance services: The scope of work consists of a contractor performing equipment maintenance support on the Cardkey Access Control Systems at the ATIC to meet the requirements in this SOW. The contractor shall furnish all supervision, labor, equipment and materials necessary to maintain existing hardware, provide 24 hour, 7 days per week technical support, and provide software system performance updates and upgrades. All work shall be in compliance with, meet or exceed all applicable codes and standards to include but not limited to, the following listed below: ? ALL FEDERAL, STATE, LOCAL, COUNTY AND AIR FORCE CODES AND REGULATIONS ? NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) ? NFPA 70 (1996) National Electrical Code ? NATIONAL ELECTRICAL MANUFACTURERS ASSOCIATION (NEMA) ? UNDERWRITERS LABORATORIES (UL) The existing equipment to be maintained includes the following: ? P2000 Host System, remote workstation, BadgeMaster ? Video Imaging Station ? S3XX Terminal Controller ? D6XX panel ? CK7XX Network Panel ? Access Pt. Door Equipment ? Security Comm Equipment The contractor shall also perform the following services: o The contractor shall perform a site survey to be coordinated with and escorted by Government Facilities and/or Government Security personnel on systems for which maintenance is to be performed and submit a request for information regarding any questions or concerns. o The contractor shall identify their POC who shall provide status and other pertinent information during the tenure of the contract. o The contractor shall perform scheduled system database backups. o The contractor shall provide software analysis, optimization and software updates. o The contractor shall provide calibration services on all systems as required. o The contractor shall inspect all security devices for proper operation o The contractor shall perform voltage and battery backup checks on Cardkey panels and power supplies o The contractor shall perform diagnostic and communication checks between panels and the P2000 System o The contractor shall be licensed and bonded to meet the requirements described in this SOW. o The contractor shall provide emergency onsite response within 4 hours, Monday through Sunday, 24 hours per day to include holidays. ?X The contractor shall have provisions for (8) Site Visits ? Service Calls and (4) quarterly complete test and inspections ? The contractor shall provide written documentation/service report of all maintenance and repairs performed o The contractor shall notify 412th EWG Site Support and Security personnel in a timely manner concerning any issues that would adversely impact the subcontractor?s ability to meet and satisfy performance and/or requirements in this SOW. o The contractor shall include in their proposal a materials budget that should not exceed $12,000. All materials over $12,000 shall be approved by the Government before use. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the equipment maintenance support on the Cardkey Access Control Systems at the ATIC. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 17 Sep 07, a Sole Source purchase order will be pursued with BEC, 25051 East Fifth Street, San Bernardino, CA 92410.
