Description
THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL. The U.S. Air Force Identification Friend or Foe (IFF) Mode 5 Cryptographic Program Management Office (PMO) intends to award a production contract for the KIV-78 Mode 4/5 Cryptographic Appliqu? (NSN 5810-01-539-3414CA/PN 0N706722) to BAE SYSTEMS Information and Electronic Systems Integration, Incorporated, Greenlawn, New York. This effort is anticipated to be a Firm Fixed Price (FFP) contract awarded on a sole source basis to BAE SYSTEMS under the authority of 10 U.S.C 2304(c)(1) Only One Responsible Source, as implemented by FAR 6.302-1. BAE SYSTEMS is the current developer and integrator of the KIV-78 Mode 4/5 Cryptographic Appliqu? and possesses the requisite in-depth technical expertise on the KIV-78 as well as the experience and capability in crypto development, demonstration, and acceptance to meet the Government's requirements. The following conditions must be met in order for the KIV-78 End Cryptographic Units (ECUs) to be considered production ready: NSA Type 1 certified; DoD AIMS PO certified as DoD AIMS 04-900 Option A compliant; demonstrated interoperability with the AN/APX-113 or other IFF Mode 4/5 host equipment to include test equipment; compliant with the Interface Control Document (ICD) for Mark XIIA IFF Mode 5 System Tier 3 Devices (version 6.2) NSA validated acceptance plans/tools; and NSA-approved security production assurance for a production line capable of producing 360 units per year. Production is scheduled to begin in FY08. This notice for sources sought is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on the responses to this notice nor otherwise pay for preparing any information sent in response to this notice. Proprietary information, if any, should be marked. Availability of any formal solicitation will be announced separately. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Statement of capability must address ability to meet aforementioned production readiness conditions in the stated timeframe as well as eligibility to handle COMSEC information and materials at the SECRET//NOFORN level. In addition to variable quantity production CLINS, the contract will also include CLINS for engineering support and sustainment engineering, service/repair, limited warranties, depot peculiar support equipment, and training. Whether or not to issue a competitive solicitation is solely at the discretion of the Contracting Officer. All interested parties may submit a statement of capability by close of business 28 September 2007, no later than 3:00 p.m. CST only to the Contracting Officer. See Note: 22.
