Description
Notice of intent to award a sole source purchase order to Host Communications, Incorporated. This company's physical address is 546 E Main Street, Lexington, Kentucky 40508-2342. The award will be made for the purchase of a advertising media package marketing the Tennessee Army National Guard. This marketing effort will concentrate on marketing activities with the University of Tennessee, Knoxville, Tennessee during the 2007 football and basketball season. This procurement is being conducted under FAR Part 6.302-1, for Other than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR QUOTATION.. Anders, PO Box 41502 Nashville, Tennessee, 37204, or sent by email to john.anders@ng.army.mil . Telephone requests or inquiries will not be accepted. Responses to this notice must be submitted by 3:30 PM CST, Friday, September 14, 2007. A determi nation not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The point of contact for this request is john.anders@ng.army.mil. This request for justification for other than full and open competition is for an on-site advertising package for the University of Tennessees Football and Basketball program. The recommended vendor to fulfil l this requirement is the company of, Host Communications, Incorporated. This company is under contract with the University of Tennessee for marketing activities for the 2007 football and basketball season. The Tennessee Army National Guard would like to use this company to market them during the home games for the 2007 football and basketball season. This kind of concept for this particular venue is not otherwise available to the Government.2. In an effort to increase the number of people enlisting in t he Tennessee National Army Guard (TNARNG) on a game day representatives from the TNARNG shall be allowed to set up a Game Day display in order to educate spectators about the opportunities available in the Tennessee Army National Guard. 3.The total estima ted value of this advertising package shall not exceed $85,000.00.4. The Statutory Authority as noted in the Federal Acquisition Regulation part 6.302-1 is satisfied based on the fact that there is only one responsible source for fulfilling this requiremen t in the vicinity of Knoxville, Tennessee, and that there are no other supplies or services that will satisfy the agency requirements for this particular requirement. 5. The University of Tennessee is considered by the general population of Knoxville to be the largest collegiate football and basketball team in that area of Tennessee, and is the only sports organization in the area with the potential to provide an advertising media capable of reaching the desired number of people in the demographic group tha t the Tennessee Army National Guard wishes to recruit. 6. Efforts to solicit other contractors have not been made as the University of Tennessee is the only collegiate team in the East Tennessee region for this particular venue capable of reaching the desi red number of people in the demographic group that the Tennessee Army National Guard wishes to recruit. 7.The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other advertisement packages of this na ture. The price proposed for the advertisement and marketing efforts with the University of Tennessee is $85,000.00. 8.Efforts were made to identify other sources of competition by searching for vendors registered under the North American Industry Classifi cation System (NAICS) code of 541840 for Display Advertising in Tennessee. No other sports teams in the Middle Tennessee area were identified in this search tha t could provide an advertisement package as required for this particular requirement except for, International Sports Properties, Incorporated.9.Host Communications, Incorporated is the only responsible source identified in the market research that could p rovide an advertising package of this type in the East Tennessee area. 10.Based upon the market research conducted by this office there were no other sources that could have expressed an interest in this acquisition. 11.No actions to remove barriers to com petition will be taken, as the University of Tennessee is the only collegiate football and basketball team in East Tennessee who can provide advertising to potentially reach the desired number of people in the demographic group for potential recruits into the Tennessee Army National Guard. 12.This justification is accurate and complete to the best of my knowledge and belief.
