Description
PRE-SOLICITATION NOTICE FOR THE MK19 The U.S. Army Joint Munitions and Lethality Life Cycle Management Command Acquisition Center on behalf of PM Crew Served Weapons has a requirement for the fabrication and delivery of MK19 MOD 3, 40 MM Grenade Machine Guns (Government Technical Data Package (TDP) Part Number 12997550). The MK19 Grenade Machine Gun (GMG) is to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the MK19 Weapon Specification. The MK19 GMG is an air-cooled, blow-back operated, linked ammunition belt fed, 40MM automatic weapon capable of being fired mounted on a tripod/ground mount or vehicle mount to provide sustained accurate fire in support of infantry operations. A TDP will be an Attachment to the solicitation and will be marked with a "Distribution D" restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Once the solicitation is released to obtain a copy of the TDP, interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed AMSTA AR Form 1350, Technical Data Questionnaire. The Request for Proposal (RFP) will be released on/about 3 October 2007 for a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity Contract with five ordering periods. The maximum contract ordering quantity will be 7,798 each MK19 Grenade Machine Guns. The minimum contract ordering quantity will be 2,435 each MK19 Grenade Machine Guns. Multiple contracts may be awarded, at the discretion of the Government. A First Article Test Hardware is required for fifteen (15) weapons two hundred seventy (270) days after contract award. Production deliveries will commence 30 days after approval of the First Article Test Report. Production deliveries will start at a rate of 25 weapons/month ramping up to 150 weapons/month. Accelerated deliveries will be acceptable at no additional cost to the U.S. Government or to the contract. All responses to this pre-solicitation notice shall be in writing (English Language).
