Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. AMCOM intends to evaluate offers and award a contract without discussion with offerors. However, the Government reserves the right to conduct discussions if later it is determined by the contracting officer to be necessary. Therefore, offerors initial of fer should contain their best terms from a price and technical standpoint. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) system. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.ht ml. Payment will be made using the Wide Area Work Flow (WAWF) electronic invoicing system. The solicitation consists of 2 contract line items, one for the item described below and one for freight charges. PLEASE NOTE THE FOLLOWING: IN ORDER FOR YOUR QUOTE TO BE COMPLETE IT MUST INCLUDE FREIGHT CHARGES FOR THE FOLLOWING: FOB DESTINATION-TOBYHANNA, PA. ANY QUOTES THAT DO NOT MEET THIS REQUIREMENT WILL BE CONSIDERED INCOMPLETE AND REJECTED. WE ARE ONLY AUTHORIZED TO PURCHASE WHAT IS RE QUESTED BELOW; DO NOT INCLUDE OPTIONS/EXTRAS. PAYMENT OF INVOICES: PAYMENT WILL BE MADE AFTER DELIVERY, INSPECTION (TO INCLUDE TEST RUN) AND ACCEPTANCE BY THE END USER (TOBYHANNA). PROGRESS/PARTIAL PAYMENTS ARE NOT AUTHORIZED. Salient Characteristics  1. This piece of equipment is intended to be installed and utilized within LOGSA PSCC Packaging Laboratory located at Building 2, Bay 5, at Tobyhanna Army Depot, Tobyhanna, PA. The replacement to the universal tension compression system will enable testin g to be performed at the required newer specifications. 2. The new equipment will enable PSCC to perform conformance testing to specifications stated within ASTM and Federal Standards such as ASTM E8-Tension Testing of Metallic Materials, ASTMD D 3953-Strapping, Flat Steel and Seals, ASTM D 1037 - Evaluating Pr operties of Wood-Base Fiber and Particle Panel Materials, and Federal Method Standard No. 101c, Method 2044 - Tensile Strength of Strapping, ASTMD 143. 3. The equipment shall be a free standing floor model, complete with computer, monitor, printer and stand. Capable of utilizing the 120/208 line voltage, 3 phase available service with the overall length, depth and height of approximately 8 feet by 3 feet by 8 feet which includes display and data acquisition equipment. 4. Machine capability to test both tensile and compression and a capacity between 1.0 and 60,000 pound-force (lbf). 5. PC operating system to be Window XP (PRO). 6. Digital crosshead drive with fully variable speed control. 7. Test speed range: 001 to 500 mm/min. 8. Real time data acquisition and graphing capability. 9. Repeatable +/- .25 percent accuracy between 240 and 60,000 lbf range. 10. The required fixtures and peripherals for performing the following ASTM D 143 wood tests that will use the typical 2 inch by 2 in wood specimens. - Static bending, described in section 8. - Compression parallel to grain, section 9. - Compression perpendicular to grain, section 12 - Hardness, section 13. - Cleavage, section 15. 11. Test area shall have access from both the front and the rear of the machine. 12. Machine color should be royal blue or close to medium blue, if available at no extra cost. 13. The machine shall be fitted with grips or jaws capable of securing without slip, a specimen of hardened, smooth steel, up to 1.00 inch thick and 3.00 inch wide and have a jaw separation range of 0.0 -38.00 inches. 14. The machine shall be fitted with a floating platen of at least 30 x 30 inches square in compression test area. When installed, the machine shall be capable of testing a rectangular object 30 x 30 inches (LxWxH) and hold a constant load of at least 5000 pound force. 15. Price quote to include shipping/handling/freight/installation/start-up/training. 16. Customer Service  1-year minimum maintenance warranty. Start-up and training with 30/60/90 day follow-up. 17. Instruction Manuals  Two (2) to include. - Electrical drawings - Major component vendor literature - General arrangement drawing or descriptive literature - Calibration instructions - Operating instructions 18. All equipment, components, services and/or accessories to be delivered to installation site at no additional charge: modifications, equipment installation, training of personnel. CUSTOMER SERVICE REQUIREMENTS ARE AS FOLLOWS: -Price to include shipping/handling, freight and installation, FOB destination Tobyhanna, PA. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offer . The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items, applies to this acquisition. Questions not addressed in the above description will be collected and answers will be posted on this web site in the form of a modification to W9124P-07-R-1006. SITE VISITS ARE NOT PERMITTED. An evaluation shall be performed to determine if each offer is technically acceptable. In order to determine technical acceptability of offered equipment, each offeror shall submit technical literature or brochures which clearly show that the manufacturer s product meets all of the solicitation requirements. Failure to submit the required technical literature may prevent the offer from being considered for award.
