- The United States Army Medical Research Acquisition Activity intends to award a contract on a non-competitive basis to provide services to develop and conduct trials of diagnostic assays for the Threat Agent Response and Detection (TADR) system. part of the Biologic Threat Reduction program (BTRP) in support of projects in Uzbekistan, Georgia, Azerbaijan and Ukraine to the Louisiana State University, Baton Rouge, LA 70803. The anticipated award will be made under the Authority of 10 U.S.C. 2304(c)(1 ) and FAR 6.302-1, Only One Responsible Source, to the Louisiana State University. Specifically, FAR 6.302-1(b)(2), states, the existence of limited rights in data&make the supplies&available from only once source. The United States Army Medical Institute for Infectious Disease (USAMRIID) needs to develop and conduct trials of diagnostic assays for the Threat Agent Response and Detection (TADR) system, part of the Biologic Threat Reduction program (BTRP) in support o f projects in Uzbekistan, Georgia, Azerbaijan and Ukraine. Specimens will be procured for, and provide development of, diagnostic assays for viruses that are relevant to the BTRP mission, and may be unique to the Central Asian or Caucasus region. They wi ll also be tased to procure necessary specimens for, and provide development of, assays for novel viruses, such as Caspian and Baku viruses, that may be prevalent in Caucasus. Louisiana State University, to our knowledge, is the only such organization pro sessing the necessary capabilities. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice.
