- Notice of Intent: The Bureau of Reclamation (Reclamation) intends to award to Miles Light a requirement for the improvements to the secondary impacts estimation tool for the Economics Group to use to estimate secondary economic impacts for Safety, Security and Law Enforcement (SSLE) studies where uncontrolled releases of water at Reclamation facilities occur. Improvements to the tool will require the proprietary rights to the model which was developed by the contractor and previously run for other Reclamation research projects for SSLE. Mr. Miles Light (Miles K. Light, Research Faculty, Business Research Division, University of Colorado, Boulder, CO 80309) has proprietary rights to ECAM which is a necessary component needed as input to tool that he'll be improving/updating for Reclamation. Mr. Miles' technical expertise in performing secondary impact estimation coupled with the proprietary rights to ECAM makes him the sole source to improve/update the secondary impacts estimation tool for Reclamation. Reclamation has identified Mr. Miles K. Light, Research Faculty, Business Research Division, University of Colorado, Boulder, Colorado as the only source capable in performing these improvements/updates. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar required service must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent=s ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention: Diana Patera. Responses should include the firm=s Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for NAICS Code 541720 which is $6 Million. This notice may represent the only official notice of such a solicitation.
