- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the request for quote for the required items under RFQ/PR N0005207RC012FN. A subsequent solicitation document WILL NOT be issued. The FISC Norfolk Contracting Department intends to purchase as a total small business set aside basis the following item: Global War on Terrorism (GWOT) online training for social workers in support of the military members and their families. There will be 860 courses in accordance with the following statement of work: BACKGROUND The CNIC Fleet and Family Readiness ? Family Advocacy Program will provide continuing education social work training online to meet continuing education requirements for social workers. These classes will be online and available for social workers CONUS and OCONUS to be taken at their convenience from 2007-Sep-28 to 2008-Sep 27. Approximately 430 social workers are expected to choose two continuing education classes from a pool of five. SCOPE - Provide a curriculum consisting of five 3-hour continuing education courses. These courses include: Ethics for the Mental Health Professional, Ethical Issues: Working with LGBT People, Psychopharmacology, Primary Counseling Skills and Juvenile Aggression Management. Each of the first two courses fulfills continuing education requirements for ethics. Course descriptions, including jurisdiction and credit information, are available to students via the course catalog at acquisition time. Upon course completion, successful offeror will issue a notice of completion to each student containing the student's name, the course name, completion date and time, and the accreditations available for that specific course. CONTRACTOR QUALIFICATIONS - The library of courses for mental health professionals available through the internet that fall within the scope of this Statement of Work are approved by the Association of Social Work Boards (provider #1074) and the National Board of Certified Counselors (provider #5975). In addition, the courses are also approved by the Texas Social Work Board (#CS1985), the Texas Licensed Professional Counseling Board (#612). DELIVERABLES/DELIVERY SCHEDULE - The only deliverable required to initiate the training is an admission channel page which will be available through the internet. The completed Web-page deliverable will be available at the indicated URL at least 24-hours prior to start date specified in this Statement of Work. INSPECTION AND ACCEPTANCE CRITERIA - Final inspection and acceptance of all deliverables will be performed at the place of delivery by a government representative. General Acceptance Criteria - General quality measures as set forth below will be applied to each work product received from the contractor under this statement of work. Accuracy Products shall be accurate in presentation, technical content. Clarity Documentation shall be clear and concise. Any and all diagrams shall be easy to understand. Format - Documentation shall be submitted in an electronic medium mutually agreed upon. Timeliness Work Products shall be submitted on or before the due date specified in this statement of work. GOVERNMENT FURNISHED EQUIPMENT (GFE)/GOVERNMENT FURNISHED INFORMATION - The government names of social workers to be trained. PLACE OF PERFORMANCE - Training will be accessed at social workers home or private computer/laptop. DATA USE, DISCLOSURE OF INFORMATION AND HANDLING OF SENSITIVE INFORMATION - Information made available to the contractor by the Government for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer. The following FAR provisions and clauses, incorporated by reference, apply to this solicitation: FAR 52.204-7 Central Contractor Registration (JUL 2006); FAR 52.212-1 Instructions to Offerors-Commercial Items (SEP 2006) ALTERNATE I (APR 2002) (The offeror has completed the annual; representations and certifications electronically via the ORCA website http://orca.bpn.gov. At a minimum, responsible sources shall provide the following: a price proposal on letterhead or a standard form 1449 which identifies the requested items, the unit prices, extended prices, total price, prompt payment terms, remittance address, TAX ID#, Duns#, and Cage Code.
