This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, no written solicitation will be issued. Solicitation number N68836-07-T-0185 applies. This announcement constitutes the request for the required services under RFQ N68836-07-T-0185. The North American Industry Classification System (NAICS) Code is 541370 and the Small Business Size Standard is dollars $4.5M. CLIN 0001 1 EA Survey of San Diego Harbor in support of US Navy Sea Trial initiative as detailed in attached Statement of Work, Pre-event Baseline & Ground Truth Survey. This is a Sole Source requirement with Orca Maritime, Inc. Fax 361-961-2394, Telephone 361-961-3877, EMAIL: jesse.h.garcia@navy.mil. STATEMENT OF WORK SAN DIEGO HARBOR EXPERIMENT INDUSTRY SUPPORT SERVICES 1. The contractor, shall provide industry augmentation to the Department of Defense (primary responder) by conducting side-scan and bathymetric surveys of San Diego Harbor to prepare the port for Mine Countermeasure operations in support of Maritime Homeland Defense. The contractor will assist in the validation of guiding documents including, but not limited to, the C3F/CPA CONPLAN and NAVMETOCCOMINST 3142A (Mine Warfare Port and Harbor Survey in Support of Maritime Homeland Defense.) Industry provided baseline data in alternate routes will augment the existing database of bottom information produced by NAVO (mine-like contacts, mine warfare provincing with regard to clutter density, etc.) and prepare the port for change detection in the event of a terrorist attack involving mines and/or underwater improvised explosive devices (UWIEDs). The utility of the above mentioned products will enable rapid change detection and identification of targets of interest (i.e., mine-like contacts (MILCOs)) within dictated time and risk requirements established by the Captain of the Port (COTP). 2. Survey data will be collected in accordance with technical specifications outlined in NAVMETOCCOMINST 3142A. The contractor will coordinate all side-scan survey operations and data dissemination with participating organizations including Naval Mine and Anti-submarine Warfare Command (NMAWC), Mine Countermeasures Squadron ONE (MCMRON ONE), Naval Oceanography Mine Warfare Command (NOMWC), and Commander, Naval Meteorological and Oceanographic Command (CNMOC). Specifically, the contractor will conduct the following surveys: a. ?Baseline? side-scan survey of designated alternate route in the main channel of San Diego Harbor. Survey will be conducted prior to any threat or known (scenario) mining event to establish characteristics of the bottom and MILCO database. b. ?Ground Truth? survey of area designated by demonstration controllers as the mined area. Data will be collected and passed to trusted agents for processing and establishment of ground truth on positions and confirmed imagery of mines/underwater IEDs. 3.
